About this program

The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development funds training, technical assistance, pass-through grants, and financial support to strengthen the organizational and governance capacity of rural housing development organizations, Community Development Corporations, Community Housing Development Organizations, local governments, and Indian tribes serving low-income and low- and moderate-income families in rural areas, CFDA 14.265, with the most recent grant awards issued April 15, 2025, and the next application due date July 6, 2026.

Program activity is consistent and recent. The portfolio shows 46 awards totaling $71.2 million in federal dollars obligated since the first award in May 2013. Award cadence has stabilized in recent years at four to six awards annually; in 2025, six awards were issued. The program operates under a four-year performance period with funds expended within 48 months of the grant start date. All awards in the portfolio are Project Grants.

The program is administered by HUD's Community Planning and Development office as the sole funder. Recent representative awards include $3.5 million to support capacity building in housing and affordable housing (B24RCBHAC01, April 2025), $2.5 million for native American Indian tribal capacity (B23RCBNAL01, April 2025), and $2.35 million for capacity building in mixed housing (B24RCBMHP01, April 2025). Award sizes range from $150 thousand to $3.5 million.

Eligible applicants are 501(c)(3) nonprofits, other than institutions of higher education, that meet the definition of a National Organization: a single organization with experience conducting RCB eligible activities with eligible beneficiaries within the past ten years in at least seven Federal HUD regions. Having relevant experience in one state within a HUD region counts toward the seven-region minimum. Grantees may request no-cost extensions of up to one year after the original grant expiration date on a case-by-case basis, provided all funds are committed to Action Plan activities before extension approval is sought.

The FY 2025 Rural Capacity Building solicitation (CPD-2600-DC-0008) was posted April 28, 2026, with applications due July 6, 2026. The NOFO includes technical corrections addressing timely expenditure and disbursement requirements and updated statutory citations. Eligible activities include organizational assessments, strategic planning and board development, technological improvements, stakeholder engagement, performance evaluation, comprehensive resource planning, participation in HUD planning efforts to ensure rural participation, and pass-through financial assistance to eligible beneficiaries.

The Rural Capacity Building program achieves this by funding National Organizations with expertise in rural housing and rural community development who work directly to build the capacity of eligible beneficiaries.

Having relevant experience working in one state in a HUD region is sufficient for counting that region towards the seven-region minimum. Only Eligible Applicants can apply to HUD directly for RCB program funds through this NOFO. Successfully funded RCB program National Organizations are required to work with Eligible Beneficiaries with their RCB program grant award.
