About this program
The Department of Housing and Urban Development's Assistant Secretary for Housing Federal Housing Commissioner is no longer accepting applications for the Green and Resilient Retrofit Program (CFDA 14.021), with the most recent grant award issued on June 16, 2025. Do not pursue new applications under this program.
The program funded rehabilitation projects at HUD-assisted multifamily properties to improve energy efficiency, water efficiency, indoor air quality, sustainability, and climate resilience. Eligible investments included rooftop solar systems, conversion from gas-powered HVAC to electric heat pumps, wind- and impact-resistant windows and doors, zero-emission electricity generation, low-emission building materials, energy storage systems, and building electrification strategies. Eligible properties were limited to those with existing HUD assistance contracts, including Section 8 Project-Based Rental Assistance, Section 202 Supportive Housing for Low-Income Elderly, Section 811 Supportive Housing for Low-Income Persons with Disabilities, and Section 236 Interest Reduction Payments properties, among others.
The program operated exclusively as Project Grants, all 151 awards funded by HUD alone. Between August 2023 and June 2025, HUD awarded 151 grants totaling $204.6 million in federal obligations. Award activity spiked in 2024 with 117 awards, then dropped sharply to just 3 in 2025, signaling program wind-down. Representative awards included $15.92 million (GRRPC0061, September 2024), $10 million (GRRPL0009, September 2024), and $8.48 million (GRRPC0046, September 2024). Smaller awards in the $200,000 to $750,000 range were common among the Elements cohort.
The program operated through three parallel cohorts: Elements provided modest awards for climate resilience and carbon reduction measures added to in-progress recapitalization projects; Leading Edge funded owners pursuing ambitious carbon reduction and resilience goals with minimal HUD collaboration; and Comprehensive initiated deep retrofit investments with innovative efficiency measures, renewable generation, and structural material improvements. Award deadlines depended on cohort—Elements properties had nine months to close, Leading Edge eighteen months, and Comprehensive twenty-four months. Construction was expected to begin within two months of closing.
The most recent grant opportunities posted in May 2023 had application deadlines in mid-2024 (May 16 for Leading Edge, June 12 for Comprehensive, July 31 for Elements, all FY24 modifications). The program is now closed and no longer accepting applications.
