The Green and Resilient Retrofit Program (GRRP) Elements is a federal grant opportunity offered by the Department of Housing and Urban Development (HUD) to fund proven climate resilience and carbon reduction measures for HUD-assisted multifamily properties undergoing recapitalization. The NOFO targets properties that have recently closed or are materially advanced in their recapitalization transaction. Eligible applicants can request funding up to the lesser of $40,000 per unit or $750,000 per property to incorporate investments in energy efficiency, emissions reduction, renewable energy, and climate resilience. Applications will be ranked based on priority categories, and selected applicants will receive a commitment letter with conditional funding. Funding must be used for eligible program investments outlined in the NOFO, and properties must meet eligibility and threshold requirements.

The GRRP Elements program has approximately $140 million available to distribute through this NOFO. Funding can be used to upgrade HUD-assisted multifamily properties to improve energy and water efficiency, enhance indoor air quality and resident health, implement zero-emission electricity generation, and incorporate low-emission building materials or processes to support building electrification.
