About this program
The Office of the Secretary of Defense funds natural and cultural resources management projects supporting military installation operations and readiness under CFDA 12.632, with the most recent grant award disbursed on July 15, 2026. The program encompasses four distinct funding tracks: the Strategic Environmental Research and Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP), which support technical innovation in seven priority areas including PFAS remediation, installation energy and water management, testing and training lands, natural hazards, next-generation materials, and unexploded ordnance; the Readiness and Environmental Protection Integration (REPI) Program, which funds cost-sharing agreements preventing incompatible land development near installations; and the Legacy Program, which awards funding for high-priority natural and cultural resources projects enhancing conservation and installation resilience.
All 208 cooperative agreements in the portfolio are Cooperative Agreements. Award activity has remained episodic over the past five years, ranging from one to six awards annually, with two awards in 2026 and only one in both 2022 and 2025. Cumulative federal dollars obligated total $294.7 million, with recipients contributing an additional $3.6 million in non-federal matching funds.
The Department of the Army Corps of Engineers Engineering District Alaska and the Office of the Secretary of Defense dominate the funding by award count and federal dollars respectively. The Alaska district has awarded 81 cooperative agreements totaling $88.6 million federal dollars; the Office of the Secretary of Defense has awarded 54 agreements totaling $95.9 million. The Army Corps of Engineers Engineering District Omaha is the third major funder with 38 awards totaling $90 million federal dollars. These three entities account for 95 percent of awards and 98 percent of federal dollars, with remaining funding distributed among eight other federal agencies.
Recent awards span wildlife and natural resources management, cultural resource documentation, and habitat resilience. The National Fish and Wildlife Foundation received $8.9 million in July 2026 to identify, award, and administer projects supporting conservation and military installation resilience through partnerships with state and local governments and tribes. The National Association of Conservation Districts was awarded $1.9 million in July 2026 to develop strategic engagement with private landowners in sustainable land management protecting training corridors and installation resilience. Prior awards have funded riparian bird recovery coordination ($80 thousand, March 2025), archaeological surveys at Pacific Missile Range Facility in Hawaii ($160 thousand, August 2024), monarch and pollinator habitat capacity on western installations ($678 thousand, May 2024), historic property 3D virtual documentation ($70 thousand, July 2023), and nationwide Section 110 historic preservation surveys ($7.8 million, July 2023).
An open grant opportunity with a due date of January 8, 2028 seeks cooperative agreement applications for energy, installations, and environment innovation projects aligning with SERDP, ESTCP, REPI, and Legacy Program objectives, with a ceiling value of $100 million. The Legacy Program does not currently maintain an active request for proposals but accepts high-priority proposals emailed to the program office; contact the program office for application deadlines. REPI application deadlines and eligibility vary by military service branch and specific installation; applicants should contact the relevant Military Service, REPI headquarters, or osd.repi@mail.mil for national-level projects.
Preapplication coordination is required. Projects are typically funded for three to four years, with successful preapplication applicants notified within 90 to 120 days to submit full proposals. Selection prioritizes specific relevance, transferability, broad applicability, return on investment, presence of matching funds, and principal investigator track record.
Objective and description
- Objective
The Department of War's (DoW) Energy, Installations, and Environment Innovation Programs support the military mission by funding technical and implementation projects that inform effective and efficient military land management on or near DoW install
- Description
SERDP/ESTCP Projects are funded annually in seven areas: (1) PFAS, (2) other chemicals of concern, (3) installation energy and water, (4) testing and training lands management, (5) natural hazards, (6) next-generation materials, and (7) UXO. Demonstration at operational to landscape scales are a priority for transitioning tools and technology from prototypes to the end user communities that support and sustain the warfighter. Legacy Program The Legacy Program does not currently have an active request for proposals but nonetheless can accept proposals emailed to the program office. Funding is awarded to high priority, nationally or regionally significant, natural and cultural resources projects that support military readiness and enhance conservation. More information on applying is provided below. REPI Program The REPI Program sustains military installation operations through cost-sharing agreements that prevent incompatible development, reduce regulatory restrictions, and increase military installation resilience. By avoiding land use conflicts in areas outside installations, the REPI Program safeguards the military's ability to use existing facilities, avoids costly workarounds, and ensures warfighter access to uninterrupted training.
