About this opportunity
The Office of the Under Secretary of War intends to award non-research cooperative agreements with a ceiling of $100 million total to help manage and sustain Department of War land in the United States, with project narratives due January 8, 2028. Public and private agencies, organizations, institutions, and individuals are eligible; applicants must be registered in the System for Award Management (SAM).
The four funding components are the Strategic Environmental Research and Development Program (SERDP), Environmental Security Technology Certification Program (ESTCP), Readiness and Environmental Protection Integration (REPI) Program, and Legacy Resource Management Program (Legacy Program). SERDP and ESTCP fund annual competitions in seven areas: PFAS remediation, chemicals of concern, installation energy and water management, testing and training lands management, natural hazards, next-generation materials, and unexploded ordnance (UXO). The Legacy Program funds high-priority natural and cultural resources projects outside formal competition cycles. The REPI Program sustains installation operations through cost-sharing agreements that prevent incompatible development, reduce regulatory restrictions, and increase installation resilience. Demonstration at operational to landscape scales is a priority for SERDP and ESTCP.
Collaborative projects and cost-sharing are encouraged but not required. Preapplication coordination is mandatory; projects requiring military installation access must include letters of support with full proposals. The program does not require environmental impact documentation and is excluded from Executive Order 12372 coverage. Selections are made on a rolling basis. The period of performance typically covers three to four years. Evaluation criteria include legislative compliance, military and natural or cultural resources management relevance, transferability, broad applicability, return on investment, presence of matching funds, and past performance. The Assistance Listing number is 12.632.

The project narratives will be used to identify projects and stakeholders for ongoing Legacy Program funding opportunities and conservation community engagement. Depending on the available funding and strength of the proposed project narratives, some offerors may be invited to submit full proposals or receive awards. See the NFO for more information.
