About this program

The Department of Defense Washington Headquarters Service funds shuttle transportation services between the Mark Center, Pentagon Reservation, and Alexandria, Virginia through Cooperative Agreements under CFDA 12.016, with the most recent award issued July 1, 2026.

This program provides specialized transit services for DOD employees in the National Capital Region, reducing single-occupancy vehicle traffic and associated emissions. The program funds two dedicated shuttle routes: the DASH 102X route operated by the City of Alexandria (connecting King Street Metro Station to the Mark Center Transit Facility) and the A90 route operated by the Washington Metropolitan Area Transit Authority (connecting the Pentagon Transit Center to the Mark Center facility). Funded activities include driver-operated shuttle bus services, vehicle maintenance and inspection, security compliance, insurance and liability coverage, and accessibility requirements under federal standards. The program directly benefits DOD employees using the shuttles and reduces road congestion for all drivers in the region.

The program operates exclusively through Cooperative Agreements; all three awards in the portfolio are structured this way. The City of Alexandria and WMATA are the only mandated recipients—both are required awardees under the program structure. DOD Washington Headquarters Service is the sole funding source across the portfolio. Combined federal dollars obligated total $8.4 million across three awards disbursed since 2021. The most recent award to WMATA on July 1, 2026 obligated $3.18 million for shuttle services through June 30, 2028. Earlier awards to the City of Alexandria ($214,632, September 1, 2021) and WMATA ($4.96 million, September 1, 2021) covered the prior five-year cycle through June 30, 2026. Periodic audits precede invoice payments.

A grant opportunity posted April 23, 2026 sought proposals for WMATA Route A90 shuttle services as a Cooperative Agreement, with a revised due date of June 4, 2026. An earlier opportunity posted July 30, 2021 solicited proposals for both the DASH 102X and WMATA 7M routes, closed August 29, 2021. No current open solicitations are present in the source.
