About this opportunity
Washington Headquarters Services of the Department of Defense seeks applicants to fund a Contractor to provide comprehensive driver-operated express shuttle bus services on Route A90 between the Pentagon Transit Center and the Mark Center Station facility, with applications due June 4, 2026. The Government anticipates a sole source award to WMATA, identified as the only responsible source capable of maintaining continual, uninterrupted express shuttle service with no intermediate stops on this route.
Eligible applicant types are limited to "Other" category entities. The Government will fund a single cooperative agreement with estimated total federal funding of $6.44 million distributed across a base period (July 1, 2026 to June 30, 2027; approximately $1.16 million) and one option year (July 1, 2027 to June 30, 2028; approximately $1.22 million). Performance location is the National Capital Region, connecting Alexandria, Virginia and Washington, D.C. facilities.
Contractor obligations include providing buses with minimum 35-passenger seating capacity, U.S. or Canadian manufacture, ADA accessibility, video surveillance, and on-time performance within 2 minutes early and 7 minutes late of published schedules. Service operates Monday through Friday (excluding 10 federal holidays) from 5:40 a.m. to 6:30 p.m., with peak-hour service every 10 minutes (5:40 a.m.–9:00 a.m. Pentagon to Mark Center; 3:30 p.m.–6:30 p.m. Mark Center to Pentagon) and non-peak service every 15 minutes. Drivers must hold valid Commercial Driver's Licenses and comply with background checks, DOT physicals, and drug/alcohol testing. Preventative maintenance occurs every 12 months; mechanical breakdowns require replacement within 1–2 hours depending on severity.
The Government will evaluate offerors on management capability, financial stability, technical resources, past performance, integrity, and business ethics. CFDA 12.016 (Transportation - Shuttle Services) applies. Required submissions include SF424, SF-424B, SF-424A, Budget Narrative, Project Abstract (maximum 2 pages), and Project Narrative (maximum 10 pages) in PDF format via Grants.gov with supporting cost data in Excel. Post-award requirements include quarterly Federal Financial Reports (SF 425), monthly and annual ridership reports, and weekly customer complaint reviews.
Synopsis
This program, administered by the Washington Headquarters Services (WHS) of the Department of War (DoW), seeks to fund a Contractor to provide comprehensive bus transportation services for DoW personnel. The primary focus of this funding opportunity is to establish and operate a continual express shuttle bus service, designated as Route A90, between the Pentagon Transit Center (PTC) and the Mark Center Station (MCS) facility.
The overarching goal of this program is to ensure reliable and efficient ground transportation for DoW employees in the National Capital Region. The key objectives include:
• Providing driver-operated shuttle bus services.
• Maintaining and inspecting all transportation vehicles to ensure safety and reliability.
• Adhering to all necessary license and security requirements.
• Securing appropriate vehicle insurance and liability coverage.
• Ensuring buses meet capacity (seating and standing) and accessibility requirements under federal standards.
Historically, the Pentagon Services Division (PSD), a component of the Executive Services Directorate (ESD) under WHS, has been responsible for providing transportation solutions to DoW employees. This NFO continues that mission by addressing the specific transportation needs created by the location of the Mark Center facility, which is not within walking distance of any mass transit facility.
