About this program

The U.S. Department of Agriculture Rural Housing Service (through its National Fund Manager designee) administers the Healthy Food Financing Initiative (CFDA 10.872), which funds projects that expand or preserve the availability of staple and perishable foods in underserved low- and moderate-income areas, with the most recent grant award made on September 26, 2025. The program is an inter-departmental initiative implemented jointly by Treasury's CDFI Fund, the Department of Health and Human Services' Community Economic Development Program, and USDA Rural Development.

Funded projects must establish or maintain retail outlets offering an assortment of perishable and staple foods in underserved areas and accept or plan to accept Supplemental Nutrition Assistance Program (SNAP) benefits. The program provides both grant funding and technical assistance to overcome higher costs and initial barriers to entry. Applicants must be Community Development Financial Institutions (CDFIs) certified by the U.S. Treasury Department CDFI Fund and must have existed as of February 7, 2014.

The program distributes entirely as Project Grants. Over the past five years, award cadence has been uneven—seven awards in 2022 (including two significant American Rescue Plan allocations), with single awards in 2023, 2024, and 2025. The portfolio spans 13 awards totaling $175.5 million in combined federal dollars obligated, all from USDA Rural Housing Service. Mega-awards dominated 2022: one recipient received $95 million and another received $40 million; 2022 also saw a $20 million award. More recent awards have been substantially smaller, including a $5.756 million award in 2023 and a $500 thousand award in 2024. A September 2025 award shows $0 obligated.

Representative recent awards include the September 2024 $500 thousand Project Grant and the September 2023 $5.756 million award. The source does not identify any open grant opportunities or recently posted solicitations.
