About this program
The Department of Agriculture Rural Utilities Service funds technical assistance and training grants to nonprofit organizations serving rural water and wastewater systems, with the most recent award dated September 29, 2025 under CFDA 10.761. This program supports feasibility studies, preliminary design assistance, application preparation, and operator training to help rural associations solve water sourcing, treatment, distribution, and waste collection or disposal problems. The program has remained active and consistent: 450 awards have been made since 2002, with annual disbursement volumes ranging from 16 to 34 awards per year over the past five years. The 16 awards made in 2025 year-to-date follow the program's established cadence of spring and summer grant decisions.
All awards under this program are Project Grants, and all 450 awards totaling $597.8 million in federal obligations have flowed exclusively through Rural Utilities Service. Recent award magnitudes show wide variation. Three representative recent awards illustrate the range: a $429,381 grant in September 2025, a $5.8 million grant in September 2025, and an $8.5 million grant in July 2025. The mid-range appears to cluster between $200 thousand and $2 million, with occasional larger awards for multi-state or regional capacity-building efforts. Most grants carry two-year performance periods.
Eligible applicants are private nonprofit organizations with IRS 501(c)(3) tax-exempt status that must demonstrate proven ability to provide technical assistance to rural associations, propose to serve multi-state, regional, or nationwide areas, and target low-income populations. Applicants may contract with nonaffiliated organizations for up to 49 percent of grant delivery. Grant funds may not be used for construction, capital assets, vehicles, real estate, office renovations, or duplicative services from existing consultants.
A current solicitation, TAT-FY27, remains open with a due date of December 31, 2026. The program posts applications annually, typically in early October with December 31 deadlines. The water and environmental programs staff in Washington, D.C. review applications and process awards on a reimbursement basis, typically within 60 to 120 days of submission deadline.
