About this program
The Department of Agriculture Food and Nutrition Service awards Project Grants under the Fresh Fruit and Vegetable Program (CFDA 10.582) to fund free fresh produce distribution at eligible elementary schools, with the most recent award cycle closed on October 1, 2025.
The program has disbursed grants consistently over the past five years at a steady cadence of 55 to 56 awards per year, with 1,518 total awards since 2005. The program remains active: 56 awards were issued in 2025, the most recent on October 1, 2025. All awards are Project Grants. Combined federal dollars obligated total $2.74 billion across the portfolio; individual awards range widely, from under $100 thousand to $16 million, with typical state-level awards in the range of $3 million to $6 million.
Recent awards include the California program ($16.07 million, Oct 1, 2025), New York ($9.30 million), Texas ($13.26 million), Florida ($10.52 million), and Pennsylvania ($6.95 million). Smaller jurisdictions such as Puerto Rico ($1.11 million) and the U.S. Virgin Islands ($36 thousand) also receive awards. All awards are obligated to the Department of Agriculture Food and Nutrition Service and flow through state agencies that select participating elementary schools based on the highest percentages of children eligible for free or reduced-price meals under the National School Lunch Program.
Eligible schools must already participate in the National School Lunch Program and must secure written support from the school food manager, principal, and district superintendent. Schools commit to serving fresh fruits and vegetables free to all enrolled children and publicizing availability. State agencies modify application forms locally and serve as the single point of contact for the program. Schools may be renewed annually through modified applications based on current free and reduced-price eligibility rankings; no appeal process exists for schools not selected in the initial competitive round.
The source does not identify any currently open grant opportunities for applicants to respond to. Program participation is administered through direct state-to-school agreements that become effective upon state agency approval rather than through competitive solicitation cycles.
Objective and description
- Objective
To assist States, through cash grants, in providing free fresh fruits and vegetables to elementary schools with high percentages of children who receive free or reduced price meals through the National School Lunch Program.
- Description
FFVP is a federally assisted program providing free fresh fruits and vegetables to children at eligible elementary schools during the school day. The goal of the FFVP is to introduce children to fresh fruits and vegetables, to include new and different varieties, and to increase overall acceptance and consumption of fresh, unprocessed produce among children. The FFVP also encourages healthier school environments by promoting nutrition education. To learn more, visit the FFVP webpage: https://www.fns.usda.gov/ffvp/fresh-fruit¬-and-vegetable-program
Eligibility
- Applicant eligibility
In order to be eligible to participate in the FFVP, the school must be a low-income public or nonprofit private elementary school, and must participate in the National School Lunch Program.
- Beneficiary eligibility
All elementary school children enrolled in schools participating in the Fresh Fruit and Vegetable Program receive free fresh fruits and vegetables outside of the National School Lunch and School Breakfast Programs.
- Uses of assistance
Under Section 19 of the Richard B. Russell National School Lunch Act, 42. U.S.C. 1769, Fresh Fruit and Vegetable Program funding is available to State agencies through an annual transfer of the Agricultural Marketing Service's Section 32 funds. Selected low-income, public and nonprofit private elementary schools are reimbursed for produce served to school children outside of the National School Lunch Program and School Breakfast Program food service periods. All participating schools must agree to serve fresh fruits and vegetables free to all enrolled children, and to publicize fresh fruit and vegetable availability within the school.
- Use restrictions

All participating schools must agree to serve fresh fruits and vegetables free to all enrolled children, and to publicize fresh fruit and vegetable availability within the school.
- Length and time phasing of assistance
The program is permanent and amended as necessary described by law. Schools/SFAs have one fiscal year in which to spend the funds awarded.
How to apply
- Preapplication coordination
The school-level application prototype form furnished by FNS may be modified by the State agency. An applicant should consult the State office or official designated as the single point of contact in the State for the National School Lunch Program for more information on the process FNS requires to be followed for participation in FFVP.
- Application procedure
All funding is provided vis a federal/state agreement
- Criteria for selecting proposals
Applicant schools must be currently participating in the National School Lunch Program. They must agree to serve fresh fruits and vegetables free to all enrolled children, and to publicize fresh fruit and vegetable availability within the school. They must have support for participation in the program signed by the school food manager, the school principal, and the district superintendent, or equivalent positions. States must target the elementary schools with the highest percentages of children eligible for free and reduced price meals.
- Award procedure
The elementary schools with the highest percentages of children eligible for free and reduced price meals will be selected. The State agency then enters into an agreement with the school food authority for its participation in the program. The agreement stipulates that schools will operate the Fresh Fruit and Vegetable Program according to federal requirements for the program.
- Deadlines
Funding is provided via a federal state agreement
- Time to approval or disapproval
Agreements become effective upon approval by the State agency.
- Renewals
Schools may be renewed annually through a re-application process (or modified application process) depending on their free and reduced price meal eligibility percent ranking each year.
- Appeals
The State agency is responsible for selecting schools based on high free and reduced price percentages. There is no appeal process if not selected.
