About this program

The Department of Agriculture Food and Nutrition Service funds the Supplemental Nutrition Assistance Program (SNAP) Employment and Training Data and Technical Assistance Grants (CFDA 10.537) to support state agencies in developing data collection systems and analytical capacity for SNAP E&T outcome reporting, with the most recent grant awards disbursed on October 1, 2025.

The program has maintained steady activity over the past five years, averaging approximately 39 awards annually with 280 total awards since 2017. The portfolio is heavily weighted toward Cooperative Agreements, which represent 72 percent of awards, with Project Grants accounting for the remaining 28 percent. The Department of Agriculture Food and Nutrition Service is the sole substantive funder, obligating $24.1 million in combined federal dollars across the portfolio. Recent award magnitudes vary significantly but generally fall in the low five-figure range; recent examples include awards of $14,862.92, $12,616.72, $12,496.96, and $14,844.73, though some smaller awards have been obligated in the thousands or hundreds of dollars.

Funded activities center on building state capacity to collect, analyze, and report employment and training outcome data for SNAP participants. Specific uses of grant funds include training and capacity building to improve data quality, information technology systems development for data collection and analysis, and continuous program improvement initiatives. Eligible applicants are the 53 state agencies that administer SNAP. Grant funds must be expended within 36 months of the identified start date. Recipients must maintain records supporting use of funds for three years after submission of the final report for the applicable fiscal year.

Grant awards are made through competitive process via a technical review panel composed of Food and Nutrition Service staff that scores applications on five criteria: soundness or merit of project design, budget appropriateness and economic efficiency, organizational experience and staff capability, implementation and evaluation, and presentation. Non-selected applicants may request a debriefing.

The most recent posted grant opportunity is FY23-SNAP-DATA (Solicitation Number FY23-SNAP-DATA), posted April 27, 2023, with a due date of June 27, 2023, now closed. Earlier opportunities in 2022, 2021, and 2020 followed similar annual cycles. No open opportunity is currently listed in the source.

Beneficiary eligibility

The E & T grants allow State agencies to choose the components that make up their unique E & T programs and meet the specific needs of their SNAP recipients, including job search and job search training; basic education or vocational training; job retention services, and other workforce opportunities.

Uses of assistance

The SNAP E & T DATA grants are intended to support the full range of needs States may have related to the two funding tracks: Advancing Equity within SNAP E & T programs and data validity and reliability. The use of funds should be for one or more of the following purposes: 1) project planning; 2) data collection; 3) data analysis; 4) use of data and reporting. Funds can be used for one or both tracks and for more than one purpose, but applicants should clearly state the purpose(s) for which the funds will be used. Among other costs, budgets may include expenses related to personnel, contractors, equipment and supplies, meeting expenses, travel, and trainings.
