About this program
The Department of Agriculture National Institute of Food and Agriculture (USDA NIFA) is funding food safety training, education, outreach, and technical assistance for small and mid-sized producers, beginning and socially disadvantaged farmers, and small fresh fruit and vegetable merchant wholesalers under CFDA 10.328 (Food Safety Outreach Program), with the most recent grant award dated September 15, 2025.
The program funds development and delivery of customized food safety education tailored to underserved producer groups affected by Food Safety Modernization Act (FSMA) regulations. Recent awards support community outreach projects addressing specific producer needs such as pre- and post-harvest water testing, harvest and postharvest handling practices, food safety plan development, produce safety rule compliance, preventive controls for human foods training, and supply chain management. Awarded projects also include curriculum development for niche audiences such as cottage food producers, disabled and veteran farmers, deaf and hard of hearing growers, neurodiverse workers, historically underrepresented farmers, beginning farmers in plain sect communities, and immigrant populations. Representative recent awards funded projects developing on-demand food safety courses for Northern New England small-scale food businesses ($399,999 obligated), teaching water management in specialty crop operations ($399,465 obligated), expanding produce safety education for food hubs across California, Oregon, and Vermont ($398,016 obligated), and training Puerto Rico hospitality and culinary programs on FSMA food traceability rules ($545,731 obligated).
The portfolio is exclusively Project Grants (270 awards, 100 percent). USDA NIFA provided 232 awards for $70.5 million federal dollars obligated, with smaller allocations from two other USDA NIFA funding streams totaling $6.37 million combined. Combined federal dollars obligated across all awards reached $76.8 million; the combined total including non-federal matching reached $77.3 million. Award magnitudes in recent rounds cluster in the $300 thousand to $550 thousand range for single-state or regional projects, with larger infrastructure and regional center awards reaching $1.8 million to $2.3 million. The program has awarded grants consistently, with 22 to 30 awards annually over the past five years; 11 awards were obligated through September 2025 year-to-date.
Three FY 2026 solicitations are currently open through July 20, 2026: Community Outreach Projects, Collaborative Education and Training Projects, and Technical Assistance—Grant Writing Skills Projects. Eligibility includes cooperative extension services, non-governmental organizations, community-based organizations, federal, state, local and tribal agencies, institutions of higher education, and collaborations of two or more eligible entities. Applications must be submitted electronically through Grants.gov and comply with 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). Applicants must complete SAM.gov and Grants.gov registration prior to applying.

An outreach plan for conducting education and training to a cadre of regional FSMA trainers must be developed, along with an implementation plan for extending both training and technical assistance to the targeted audiences of farmers, processors and vendors in the respective regions. - Application procedure
2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program. Notice of Funding Opportunities (NOFO) for this listing will be posted on Grants.gov. All applications must be received by the established deadline. General application instructions are listed in the NIFA Grants Application Guide. Program-specific instructions are listed in the NOFO. The NOFO overrides the Application Guide if there is a discrepancy between the two documents. Applicants must apply electronically through Grants.gov; no other method or response is accepted. The application forms package for this funding opportunity must be accessed through Grants.gov. Part III of the NIFA Grants Application Guide explains how to access a specific application forms package. - Criteria for selecting proposals
NIFA evaluates each application in a two-part process. First, each application is reviewed to ensure that it meets the administrative requirements set forth in the NOFO. Second, a peer-review process (https://www.nifa.usda.gov/nifa-peer-review-process-competitive-grant-applications) will be used to evaluate the scientific and technical merit of applications that have meet the administrative requirements. After each peer review panel has completed deliberations, the responsible NIFA program staff will either recommend an application for support from available funds or decline an application due to insufficient funds or unfavorable review. See the program NOFO for more details.
- Award procedure
Within the limit of funds authorized, the NIFA awarding official will make grants to eligible applicants whose applications are judged most meritorious under the procedures set forth in this NOFO. Successful applicants receive two types of notifications in the award phase: informal and formal. After award recommendations are complete, NIFA will provide an informal notification to the potential awardee. This informal notification is not an authorization to begin performance. After the award is finalized, a formal notification in the form of a Notice of Award (NoA), signed by the Authorized Departmental Officer, will be provided to the applicant organization for successful applications. The NoA is the authorizing document and will be sent via email to the recipient's Authorized Representative. The NoA will provide pertinent instructions and information including, at a minimum, the information described in 2 CFR 200.211 (see NIFA's Terms and Conditions).
