About this opportunity
The Department of Agriculture National Institute of Food and Agriculture (USDA NIFA) is soliciting applications for Food Safety Outreach Program Technical Assistance–Grant Writing Skills Projects under Assistance Listing 10.328, with applications due July 20, 2026. This funding round supports three priority areas: community outreach projects developing locally driven food safety education for niche producer groups; collaborative multi-state or multi-county education and training initiatives addressing Food Safety Modernization Act (FSMA) needs; and technical assistance on grant-writing skills to strengthen future FSOP applications.
Eligible applicants are organizations focused on food safety training for small- and mid-sized producers, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers affected by FSMA regulations. Typical awards range from $300 thousand to $550 thousand for three- to four-year projects. Recent annual award counts range from 11 to 30 per year. Applications must be submitted electronically through Grants.gov only and must be signed by the organization's Authorized Organization Representative (AOR). Applicants must complete SAM.gov and Grants.gov registration before applying.
The program operates under 2 CFR 200 and is subject to audit by the USDA Office of Inspector General and Government Accountability Office. NIFA evaluates applications in two stages: administrative review for NOFO compliance, followed by peer review for scientific and technical merit. The NOFO overrides the NIFA Grants Application Guide if discrepancies exist. Award notifications occur in two phases: informal notification following award recommendations, then formal notification via a Notice of Award signed by the Authorized Departmental Officer.
Synopsis
In FY 2026, FSOP, under Assistance Listing 10.328, will maintain and continue to expand training, education, outreach, and coordination by soliciting new Technical Assistance - Grant Writing Skills Projects.
