About this program
The Department of Agriculture National Institute of Food and Agriculture (NIFA) funds distance education capacity-building projects at institutions of higher education in insular areas through CFDA 10.322, with the most recent grant opportunity due June 15, 2026. The program supports development of online degree and certificate programs in food and agricultural sciences; acquisition of digital technology, equipment, and infrastructure for remote instruction; faculty training in distance learning pedagogy and platforms; and student experiential learning experiences designed to build technical knowledge alongside employability skills.
Recent grant awards show consistent activity through September 2023. Over the past five years, the program has disbursed roughly two to seven awards annually, declining from seven in 2019 to only two in 2023. Since the program's inception in 2011, 70 Project Grants totaling $6.7 million have been awarded, distributed across two NIFA funding entities. All awards to date have been structured as Project Grants. Representative recent awards include $200 thousand to University of Puerto Rico for developing genomics and bioinformatics training in remote one-on-one instruction format across agricultural sciences; $190,595 to University of Puerto Rico for creating five agribusiness case studies in hybrid or online courses covering technology adoption, sustainability, and marketing; and $200 thousand to University of Puerto Rico for building online databases and five interactive tracking applications for food security research and graduate student training.
Eligible applicants are public or nonprofit accredited institutions of higher education located in the eight insular areas—American Samoa, Commonwealth of Northern Mariana Islands, Commonwealth of Puerto Rico, Federated States of Micronesia, Guam, Republic of Marshall Islands, U.S. Virgin Islands, and minor outlying islands. Land-grant institutions in insular areas are automatically eligible. Grant opportunities have been posted annually and consistently, most recently on April 29, 2026 (USDA-NIFA-RIGP-011716), with a June 15, 2026 deadline. A previous opportunity closed March 20, 2025 (USDA-NIFA-RIGP-011096). Awards typically range from $77 thousand to $200 thousand based on recent disbursements.

- Uses of assistance
The purpose of Distance Education Grants for Institutions of Higher Education in Insular Areas is to strengthen the capacity of Institutions of Higher Education in Insular Areas to carry out resident instruction, curriculum, and teaching programs in the food and agricultural sciences through distance education technology. Grant funds must be used for allowable costs necessary to conduct approved fundamental and applied research, extension and education objectives to address food and agricultural sciences. The use of grant funds to plan, acquire, or construct a building or facility is not allowed under this program. With prior approval, and in accordance with the cost principles set forth in OMB Circular No. A-21, some grant funds may be used for minor alterations, renovations, or repairs deemed necessary to retrofit existing teaching or research spaces in order to carry out a funded project. However, requests to use grant funds for such purposes must demonstrate that the alterations, renovations, or repairs are essential to achieving the major purpose of the project.
- Use restrictions
Grant funds may not be used for endowment investing. Section 720 of the Consolidated and Further Continuing Appropriations Act, 2012 (Pub.L. No. 112-55) limits indirect costs to 30 percent of the total Federal funds provided under each award. Therefore, when preparing budgets, applicants should limit their requests for recovery of indirect costs to the lesser of their institution's official negotiated indirect cost rate or the equivalent of 30 percent of total Federal funds awarded.
- Length and time phasing of assistance
In accordance with statutory time limits, project periods, including no-cost extensions of time, are not to exceed five (5) years.
