About this opportunity

The Distance Education Grants Program for Institutions of Higher Education in Insular Areas, administered by the National Institute of Food and Agriculture (NIFA) under the Department of Agriculture, seeks to fund distance education initiatives that strengthen the capacity of eligible institutions to deliver instruction, curriculum, and teaching programs in food and agricultural sciences. Applicants must be accredited public or nonprofit institutions of higher education located in one of eight designated insular areas: American Samoa, the Northern Mariana Islands, Puerto Rico, the Federated States of Micronesia, Guam, the Marshall Islands, Palau, or the U.S. Virgin Islands. Projects must focus on education and teaching activities that incorporate distance education technology while demonstrating demonstrable leadership development components and may integrate social and behavioral sciences across six need areas: Curricula Design and Materials Development, Faculty Preparation and Enhancement for Teaching, Instruction Delivery Systems, Student Experiential Learning, Student Recruitment and Retention, or related activities. Applications will be evaluated using five equally-weighted criteria: Potential for Advancing Quality of Education, Proposed Approach and Cooperative Linkages, Institutional Capability and Capacity Building, Key Personnel, and Budget and Cost-Effectiveness. The application deadline is June 15, 2026 at 5:00 P.M. Eastern Time, and submissions must be made electronically through Grants.gov using funding opportunity number USDA-NIFA-RIGP-011716.

The total anticipated program funding is $1,000,000 in Fiscal Year 2026, with individual standard grant awards ranging from $50,000 to $200,000 and anticipated awards of approximately 5 grants. Project periods range from 36 to 48 months, with indirect costs capped at 30 percent of total federal funds awarded and no matching funds required. Eligible applicants may submit up to three standard grant applications as the lead institution but can be awarded up to two standard grants in that capacity. All projects will be performed at the applicant institutions located within the designated insular territories, with project narratives not exceeding 15 pages and required submissions including data management plans and mentoring plans for professional development activities.

Synopsis

The purpose of the DEG program, under assistance listing number 10.322, is to strengthen the capacity of institutions of higher education in insular areas to carry out resident instruction, curriculum, and teaching programs in the food and agricultural sciences through distance education technology. Projects funded by the DEG program support the creation, adaptation, and adoption of learning materials and teaching strategies to operationalize best practices for student learning. DEG-funded projects must also focus on imparting both technical knowledge as well as employability skills like communication, teamwork, and problem solving.
