About this program

The Department of Agriculture National Institute of Food and Agriculture (NIFA) funds competitive Project Grants to maintain and expand the national farm financial management database (FINBIN) and improve farm management knowledge and skills among agricultural producers, with the most recent grant award issued September 1, 2024 (Assistance Listing 10.319).

Grant awards have been disbursed consistently over the past five years at a rate of three to five per year, with 64 total awards since the program's inception in 2010. Combined federal dollars obligated total $24.1 million. NIFA is the sole funder across all 64 awards and the 100 percent of federal dollars. Award magnitudes cluster in the $400 thousand to $750 thousand range, with recent examples including a $726,500 grant to the Center for Farm Financial Management to maintain and expand FINBIN with focus on conservation practices, direct marketing, and aquaculture; a $739,809 award to a multistate partnership (University of Missouri, University of Minnesota, Illinois, Wisconsin) to expand economic data and peer group benchmarking for producers facing marketplace transitions; and a $661,036 grant to modernize the Beef Cow-Calf Standard Performance Analysis program from Excel and Access to a web application for Texas producers.

The program funds farm financial data collection, analysis, and benchmarking tool development. Awarded work includes expanding the national database to underrepresented farm types (aquaculture, specialty crops, direct-market operations, small and beginning farms), developing climate-smart practice benchmarks and cover crop analysis capabilities, mentoring early-career farm management educators, and creating virtual farm business management education for geographically dispersed audiences such as farmer veterans. Recent awards also fund regional benchmarking partnerships spanning multiple states and land-grant universities working with state farm business management associations to collect producer financial data and provide farm financial consulting.

All funding is delivered as Project Grants with no other assistance types in the portfolio. Project periods may not exceed five years including no-cost extensions.

Eligible applicants include state agricultural experiment stations, colleges and universities, university research foundations, other research institutions and organizations, federal agencies, national laboratories, private organizations or corporations, individuals, and groups of two or more of these entities types. Award recipients may subcontract to ineligible organizations where necessary.

A grant opportunity closed February 20, 2025 (Solicitation USDA-NIFA-FBMB-011074). A current opportunity opened June 15, 2026 with deadline July 20, 2026 (Solicitation USDA-NIFA-KFBMB-32830), soliciting innovative extension approaches and collaborative efforts to maintain and expand FINBIN in support of agricultural and food system priorities. The program has posted opportunities annually or biannually on a stable schedule, most recently in June 2026, January 2025, December 2023, March 2023, and January 2022.

How to apply

Criteria for selecting proposals

NIFA evaluates each application in a two-part process. First, each application is reviewed to ensure that it meets the administrative requirements set forth in the NOFO. Second, a peer-review process (https://www.nifa.usda.gov/nifa-peer-review-process-competitive-grant-applications) will be used to evaluate the scientific and technical merit of applications that have meet the administrative requirements. After each peer review panel has completed deliberations, the responsible NIFA program staff will either recommend an application for support from available funds or decline an application due to insufficient funds or unfavorable review.

Award procedure

Within the limit of funds authorized, the NIFA awarding official will make grants to eligible applicants whose applications are judged most meritorious under the procedures set forth in this NOFO. Successful applicants receive two types of notifications in the award phase: informal and formal. After award recommendations are complete, NIFA will provide an informal notification to the potential awardee. This informal notification is not an authorization to begin performance. After the award is finalized, a formal notification in the form of a Notice of Award (NoA), signed by the Authorized Departmental Officer, will be provided to the applicant organization for successful applications. The NoA is the authorizing document and will be sent via email to the recipient's Authorized Representative. The NoA will provide pertinent instructions and information including, at a minimum, the information described in 2 CFR 200.211 (see NIFA's Terms and Conditions).
