About this program
The Department of Agriculture National Institute of Food and Agriculture (NIFA) is funding frameworks to build neutral and secure agricultural data repositories and cooperatives under Assistance Listing 10.233, with the most recent grant award issued on September 30, 2025.
The program has maintained steady activity since 2021, disbursing six Project Grants totaling $4.2 million in federal dollars obligated. Award volume has averaged approximately one grant per year, with two awards in 2024 and single awards in 2021, 2022, 2023, and 2025. All funding to date has come exclusively from NIFA. Recent awards have ranged from $427 thousand to $958 thousand in federal obligation. The National Agricultural Producers Data Cooperative (NAPDC) framework has been the dominant theme across successive awards, with the most recent 2025 award funding TerraSCOPE, an AI-driven soil-health data platform integrating grower-reported data with scientific simulations to enable informed land-management decisions, developed in collaboration with Colorado agricultural communities.
NIFA has posted Open Data Framework solicitations consistently, with opportunities appearing in June 2022, April 2023, June 2024, July 2025, and most recently April 2026 (due June 26, 2026). Current solicitation USDA-NIFA-OTHER-011816 prioritizes frameworks addressing farm and ranch profitability, new agricultural markets, invasive species, soil health and regenerative productivity, or human health through precision nutrition and food quality. Eligible applicants are organizations (individuals are excluded). Two prior 2024 NIFA awards carried administrative notices that they were issued under previous administrations and may not reflect current administration priorities.
All awards have been structured as Project Grants. Applicants must complete SAM.gov and Grants.gov registration prior to submission. Award recipients are subject to two-part peer review—administrative compliance screening followed by scientific and technical merit evaluation—and must maintain grant records for inspection for three years beyond project completion or until audit findings are resolved.
