About this opportunity
The National Institute of Food and Agriculture (NIFA) under the U.S. Department of Agriculture is soliciting applications for the Open Data Framework (ODF) program to develop neutral and secure data repositories and cooperatives that enable producers, universities, and nonprofit entities to collaboratively store and share agricultural data. Eligible applicants include state agricultural experiment stations, colleges and universities, research institutions, private organizations, foundations, corporations, federal agencies, and national laboratories. Projects must address farm and ranch profitability, new markets for agricultural products, invasive species management, soil health, or human health improvements through precision nutrition, and must demonstrate clear plans for widespread stakeholder participation, robust data management aligned with FAIR principles, sustainability beyond the award period, and comprehensive governance and security frameworks. The application deadline is June 26, 2026 at 5:00 P.M. Eastern Time, with submissions required electronically through Grants.gov using funding opportunity number USDA-NIFA-OTHER-011816. Evaluation will be conducted using five equally-weighted criteria: scientific merit, qualifications of project personnel and facilities, project relevance to agricultural productivity and profitability, data management plan adequacy, and budget cost-effectiveness.
The single award available totals $923,325 in federal funding with a project duration of 24-36 months, with both the minimum and maximum award amounts set at this amount. Indirect costs are capped at 30 percent of total federal funds awarded, and no matching funds are required. The project narrative cannot exceed 15 pages (1.5-spaced). Performance of work will be distributed across recipient institutions and collaborative partner networks throughout the United States, with emphasis on involvement of land-grant universities, growers, data producers, and consumer organizations in the implementation of the data framework.
Synopsis
The purpose of ODF, under assistance listing 10.233, is to build frameworks to create neutral and secure data repositories and cooperatives where producers, universities and nonprofit entities can store and share data in ways that will foster agricultural innovation, support technological progress, profitability, and increase production efficiencies. The program prioritizes frameworks that address farm and ranch profitability, new markets and uses for agricultural products, invasive species, soil health to regenerate long-term productivity, or improving human health through precision nutrient and food quality.
