About this program

The Department of Agriculture National Institute of Food and Agriculture (NIFA) allocates Hatch Act funds to State Agricultural Experiment Stations under Assistance Listing 10.203, with most recent grants awarded October 1, 2025, supporting research across all fifty states, the District of Columbia, and U.S. insular areas.

The program funds applied and fundamental agricultural research addressing problems of local, state, regional, or national concern. Funded activities span soil and water conservation; plant and animal production, protection, and health; food processing, distribution, safety, marketing, and utilization; forestry and range management; aquaculture; human nutrition; rural and community development; sustainable agriculture; and biotechnology. Recent awards show recipients conducting research on crop variety improvement for stress tolerance and disease resistance, animal genetics and health, soil microbiology and water quality management, food safety protocols, precision agriculture technologies, and community resilience in agricultural systems. The program mandates that at least 25 percent of funding support multistate projects where states collaborate on problems affecting more than one state.

The portfolio consists almost entirely of Formula Grants—5,559 awards (94 percent)—with a smaller share of Project Grants (352 awards, 6 percent) and one Block Grant. All funding flows from NIFA, which obligated $6.37 billion in federal dollars across 5,912 awards since 2000, with an additional $4.73 billion in non-federal matching contributions from states, bringing total obligation to $11.1 billion. Annual funding cadence has been consistent at 115 awards per year over the past five years. Recent awards show typical magnitudes ranging from $415 thousand to $14.9 million, with larger awards supporting major research institutions like Texas A&M ($14.9 million), University of Illinois ($11.3 million), and University of Minnesota ($10.7 million).

Funds flow to eligible recipients annually with no requirement to carry forward unobligated balances, though up to 100 percent may be carried forward for one additional fiscal year without prior approval. No recent grant opportunities are currently posted; awards are distributed through the statutory formula to designated state agricultural experiment stations.

Objective and description

Objective

To assist State Agricultural Experiment Stations, the District of Columbia, and the U.S. Insular Areas in conducting agricultural research programs. These activities are broad and include research on all aspects of agriculture, including soil and wat

Description

The program helps States, Washington D.C., and U.S. territories do research to improve agriculture. This research covers many areas, such as: Farming and Food: Growing healthy plants and animals, keeping them safe, and improving food quality and safety; Natural Resources: Protecting soil and water and using them wisely; Forests and Land: Managing forests, rangelands, and even urban trees; and Other Areas: Aquaculture (fish farming), family life, nutrition, rural development, and new technologies like biotechnology. Research can focus on local, state, regional, or national problems. At least 25% of the money must go to projects where states work together to solve problems that affect more than one state. These projects often involve partnerships with other states, universities, or Federal agencies. Funds are shared fairly and adjusted to support big regional or national projects. Every year, these projects and budgets are reviewed and approved.

Eligibility

Applicant eligibility

The following list of State Agricultural Experiment Stations located in the 50 States, the District of Columbia, and the Insular Areas in accordance with the Hatch Act of 1887 (7 U.S.C. 361a-i) are eligible for this program. Award recipients may subcontract to organizations not eligible to apply provided the subcontracts are necessary for the conduct of the project. Failure to meet an eligibility criterion by the time of application deadline may result in the application being excluded from consideration, or even though an application may have been reviewed, will preclude NIFA from making an award. 1. The NoA is the authorizing document and will be sent via email to the recipient's Authorized Representative. The NoA will provide pertinent instructions and information including, at a minimum, the information described in 2 CFR 200.211 (see NIFA's Terms and Conditions). See the annual NOFO and the Capacity Program Distribution Schedules webpage for more information about award amounts.

Renewals

Not applicable, each year of funding is awarded as a new grant. Hatch funding is expected to be fully expended in the fiscal year of appropriation; however, up to 100 percent of funds may be carried over for up to one year after the end of the year for which they were appropriated. No prior approval is required.
