About this program
The Department of Agriculture Agricultural Marketing Service funds the Resilient Food Systems Infrastructure Program (CFDA 10.190) to build resilience in the middle of the food supply chain through infrastructure and equipment grants, with the most recent grant award dated May 25, 2023.
The program awards funding to state departments of agriculture, which then issue subawards to eligible recipients including agricultural producers and processors, for-profit entities, nonprofit organizations, local and tribal governments, and institutions operating aggregation, processing, manufacturing, storage, transportation, wholesaling, or distribution activities for local and regional agricultural products. Targeted commodities include specialty crops, dairy, grains for human consumption, and aquaculture, excluding meat and poultry. State departments may allocate up to 20 percent of their RFSI funding or up to $1 million (whichever is smaller) for supply chain coordination activities focused on business support and market development.
The program is predominantly structured as Cooperative Agreements, representing 98 percent of the 57 awards in the portfolio, with one Project Grant accounting for the remaining 2 percent. The Department of Agriculture Agricultural Marketing Service is the sole funding agency across all 56 awarded grants, having obligated a combined total of $388.5 million in federal dollars. Award cadence has significantly slowed: 56 awards were issued in 2023, but only one award has been issued in 2024. Recipients have up to 3 calendar years to obligate funds, with all recent awards carrying completion dates of May 24, 2027.
Recent awards reflect nationwide distribution across all 50 states and territories. Representative awards include California's Resilient Food System Infrastructure Program at $38.2 million, Wisconsin's program at $28.2 million, Pennsylvania's program at $26.5 million, Texas at $12.1 million, and Ohio at $12.6 million. Smaller awards to individual states and territories ranged from approximately $2 million to $10 million. All 56 recent cooperative agreements and the single project grant were awarded on May 25, 2023.
No grant opportunities have been posted recently. Applicants should contact the Agricultural Marketing Service headquarters or regional offices for information on future application deadlines, as the program description directs applicants to use the Request for Applications when solicitations are released.
