About this opportunity
The Town of Manchester, Connecticut is seeking one or more contractors to provide yard waste and wood grinding services at its municipal landfill and transfer station located at 311 Olcott Street in Hartford County. This is an on-call contract with no guaranteed quantities, under which contractors will grind and shred materials when several thousand cubic yards accumulate at the facility. Acceptable materials include mixed yard wastes (80-90% bagged leaves and grass clippings with 10-20% bundled brush), land-clearing wood including brush and limbs, stumps and large logs exceeding 24 inches in diameter requiring shearing, and clean wood materials such as pallets and unfinished lumber. Ground mixed yard wastes must be suitable for composting and left at the transfer station for Town composting operations, while ground wood wastes must be transported off-site for reuse as mulch or delivery to biomass facilities for renewable energy use. The Town prioritizes cost-effective and environmentally-responsible management methods and welcomes alternate proposals that may provide additional benefits or revenues. Bidders must submit unit prices for equipment mobilization/demobilization as a lump sum, processing services for various material types at cubic yard increments of 200, 500, and 1,000, and removal services at 200 cubic yard increments; prices must remain firm during the original contract term and are subject to annual Consumer Price Index adjustments during renewal periods. The mandatory pre-bid meeting is scheduled for May 12, 2026 at 10:30 a.m., with a question submission deadline of May 15, 2026 and a response deadline of May 21, 2026 at 11:00 a.m.; the contract term extends from the date of award through December 31, 2027, with four optional one-year renewal periods. Required qualifications include three references for similar municipal work completed within the last five years, evidence of insurance meeting minimum requirements ($1,000,000 combined single limit Commercial General Liability, $1,000,000 Automobile Liability, and Workers' Compensation insurance), completion of IRS Form W-9, and Living Wage Certification form submission.
The Town of Manchester Living Wage Ordinance applies to this contract, requiring covered employers with 25 or more eligible employees to pay a living wage of $17.78 per hour for employees with comprehensive health care benefits or $26.07 per hour for those without, with rates adjusted annually on July 1; exemptions apply to employers with fewer than 25 eligible employees, contracts with annual values less than $25,000, or qualified nonprofit organizations. Work hours are restricted to 7:00 a.m. to 5:00 p.m. on weekdays and 7:00 a.m. to 3:00 p.m. on Saturdays, with no Sunday operations permitted. All bids must be submitted electronically through the Town's OpenGov procurement portal, and bidders must acknowledge receipt of all addenda issued through the portal. While the procurement documents do not identify any incumbent vendors or existing contractor information, or specific set-aside designations for disadvantaged enterprises, the inclusion of prevailing wage documentation suggests potential applicability to certain contract phases. No specific award value or budget range is listed in the available procurement materials, making the contract value indeterminate at this time.
