About this opportunity
Pinellas County Public Works, specifically the Urban Forestry Section, is seeking quotes for yard and vegetation waste disposal through Invitation to Quote (ITQ) #24-1054-ITQ. The procurement aims to secure a vendor capable of receiving and disposing of yard debris, which includes horticultural materials such as grass clippings, tree trimmings, branches, stumps, leaves, and weeds. The county anticipates disposing of approximately 8,000 tons of materials during the contract period, with the successful vendor providing approved disposal location(s) for these materials. The contract will span 36 months from the award date, with a potential one-time extension of 24 months. Vendors must submit a fixed-firm unit price per ton for yard waste disposal and will be expected to accept debris deliveries Monday through Friday from 7:00 AM to 4:30 PM. The proposal submission deadline is September 17, 2024, at 3:00 PM, and vendors must be registered with the Florida Division of Corporations and utilize the E-Verify system.
The solicitation includes provisions for Small Business Enterprise (SBE) program preferences, potentially offering advantages to certified small businesses in the bidding process. Vendors must provide comprehensive insurance coverage, including commercial general liability insurance with specific coverage limits. The contract allows for potential price index adjustments after the first 12 months, limited to the relevant pricing index change. An additional 10% unspecified funds are allocated to the contract, providing some flexibility in potential scope or pricing. While a specific total contract value is not explicitly stated, the estimated 8,000 tons of yard waste disposal suggests a significant potential financial opportunity for the selected vendor. Vendors will need to demonstrate compliance with local, state, and federal regulations, and possess the operational capability to handle substantial volumes of horticultural waste materials efficiently and responsibly.
