About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, is soliciting competitive bids for the procurement of one Astrophysics XIS-6040 X-Ray Machine to be delivered and installed at Blackburn Correctional Complex in Lexington, Kentucky. This is a one-time purchase with no renewal options, utilizing a best-value evaluation methodology that allocates 90 points for price and 10 points for delivery performance measured in working days. The X-Ray machine must be new and the latest or current year model in first-class condition, featuring a 23.6-inch width by 15.8-inch height tunnel, 364-pound conveyor capacity, 160kV generator, 40 AWG wire resolution capability, atomic Z-number measurement, and 3 and 6 color imaging with material discrimination capabilities. The procurement package includes installation, operator training for up to eight people per unit, and a 12-month warranty on parts and labor from the installation date. Bidders must submit electronic bids through the Commonwealth eProcurement system after registering in the Vendor Self Service (VSS) system at https://vss.ky.gov, with written questions due by March 4, 2026 at 10:00 AM ET and sealed bids due by March 16, 2026 at 1:30 PM ET. All bidders must provide Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and pricing must be quoted FOB Destination Freight Prepaid and Allowed, exclusive of federal excise and Kentucky sales or use taxes, with quotes remaining firm for a minimum of 60 calendar days after the bid due date. Delivery delays incur a 1% daily penalty deduction from invoices for each day beyond the contracted delivery date.
Kentucky resident bidders are eligible for reciprocal preference equal to 20% of maximum points if they can demonstrate authorization to conduct business in Kentucky and one year of prior compliance with state corporate income taxes, unemployment insurance fund payments, and workers' compensation policies. Qualified bidders, including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities, are also eligible for reciprocal preferences equal to 15% of maximum points. All bidders must submit required affidavits under penalty of perjury, including campaign finance compliance affidavits and appropriate resident or qualified bidder status affidavits if claiming preference eligibility. These affidavits must remain notarized by authorized representatives and the Commonwealth retains the right to request supporting documentation to verify claimed bidder status, with false attestations subject to bidder disqualification or contract termination. The solicitation does not identify any incumbent vendors or specify a stated budget range, and all communications regarding this procurement should be directed to Commonwealth Buyer Keith Srutowski at keith.srutowski@ky.gov or (502) 564-7007. The lowest-priced responsive bidder meeting all specifications and requirements will receive the award, with subsequent bidders scored proportionally on the established evaluation criteria.
