The scope encompasses demolition and site preparation; milling 3 inches of existing asphalt and installing VDOT 21A stone compacted to 95% standard Proctor density; installing 3 inches of Tennis Court mix asphalt with two coats of PLUSH Recreational coating (green perimeter, blue playing surfaces); white striping on both court types; ADA-compliant sidewalk and parking sign installation; two 30-foot aluminum light poles with 4-240 VAC, 105,000 lumen LED lighting; a 400-amp, 1-phase GE electrical panel with NEMA 3R enclosure; Mega Slam FX PRO basketball goals or equivalent; perimeter fencing meeting ASTM F952 and ASTM A392 galvanized steel specifications; pickleball separation fencing and tournament-grade portable netting; and professional site cleaning. All materials require approval by Wythe County staff, with shop drawings and cut sheets required for purchased items. Electrical work must comply with NEMA 3R water-resistant standards and pass inspection and testing before final closeout. Coordination with the Town of Wytheville is required for permits.

Bidders must submit one hard copy of the bid along with electronic submission through EVA. A bid bond equal to 5 percent of the total bid amount must accompany the submission; a performance bond in the full bid amount is required before award. Bidders must evidence a state contractor's license or commit to obtaining one within the bid acceptance period, provide a list of proposed subcontractors and suppliers, and submit project references. Failure to achieve substantial completion triggers liquidated damages of $1,000 per day until completion as determined by the County Engineer. All material, labor, and equipment costs are included in the single bid price, broken into three line items covering the tennis court transformation, cornhole area work, and concrete cornhole board installation.
