About this opportunity

The Town of Holliston Sewer Commission is requesting bids for excavation and installation of approximately 1,200 linear feet of PVC piping at the Holliston Wastewater Treatment Plant, with sealed bids due November 12, 2026 at 10:00 AM.

Bidders must meet prevailing wage requirements under Massachusetts General Laws Chapter 149, Sections 26 and 27, and all employees must hold OSHA certification documenting at least ten hours of construction safety and health training prior to starting work. Bidders must provide three references for similar work completed within the last five years. These requirements are decision filters for Massachusetts-licensed contractors familiar with public-works compliance.

The scope encompasses interior piping installation to move influent and effluent between treatment plant structures, including gravity piping requiring low air pressure testing per Section 40 23 00 specifications and pressure-dosed force mains using Schedule 40 PVC with compression connections. Wall sleeves at 12 inches in diameter with EPDM rubber seals and 304 stainless steel compression plates are specified. Site restoration is limited to loam and seed in disturbed areas. Erosion control mitigation and temporary fencing are required outside equipment operation and staging areas. The contractor is not responsible for pumping, gas-freeing, or disposing of material from treatment plant structures.

Bidders must submit commercial general liability insurance with minimum limits of $1 million per occurrence and $3 million annual aggregate, plus motor vehicle insurance with minimum limits of $500,000 per person and $1 million per accident. Required certifications include Certificate of Good Faith and Non-Collusion, Certification Regarding Labor Harmony and OSHA Training, and Certificate of Tax Compliance. Written questions are due November 6, 2026 at 12:00 PM. Construction plans and specifications are available from the Select Board office or from James Keast at keastj@holliston.k12.ma.us. The Town reserves the right to accept or reject any or all bids and will award to the lowest responsive and responsible bidder.
