About this file

This document is a Bidder Questions and Answers file for the Holliston Wastewater Treatment Plant (WWTP) Yard Piping Phase 1D project in Massachusetts. The project involves interior piping installation that will move influent and effluent from treatment plant structures; however, the piping work outlined in this phase will not be directly connected to existing plant flows at the time of construction. The work area has been previously cleared and grubbed as part of a larger treatment plant improvement project with leading and trailing construction activities. Site restoration is limited to loam and seed only in disturbed areas. Gravity piping requires low air pressure testing per Section 40 23 00 specifications, while pressure-dosed force mains do not require hydrostatic testing. Erosion control mitigation and temporary fencing are required outside the contractor's equipment operation, storage, and material staging areas, except for access paths.

Additional project specifications include the use of Schedule 40 polyvinyl chloride (PVC) pipe for force mains with compression connections, though the specifications do not explicitly require gaskets. Wall sleeves are specified at 12 inches in diameter with EPDM rubber seals and 304 stainless steel compression plates, with details to be provided in an addendum. The contractor is not responsible for pumping, gas-freeing, or disposing of material from treatment plant structures, as the work will not directly interface with active plant operations during this phase. The document does not specify pricing terms, contract duration, bid response dates, or award timelines.

Holliston WWYP Yard Piping Phase 1D Bidder Questions

10/21/2026

Question: There is some interior piping specified in this solicitation. Some of the proposed piping moves influent / effluent from treatment plant structures that are in use. Will there be a need to pump and gas free select treatment plant structures? If so, is the contractor responsible for that cost? If so, provide a list of structures that are in use that need to be pumped and volume of material for disposal? Answer: There are none; Piping work outlined in this phase will not be directly connected to the existing plant flows at this time.

Question: We understand that this solicitation is part of a larger treatment plant improvement project with leading and trailing construction activities. Have portions of the work area specified in this solicitation been previously cleared and grubbed or are the areas undisturbed? Answer:

The area has been cleared and grubbed

Question: We understand that this solicitation is part of a larger treatment plant improvement project with leading and trailing construction activities. Is site restoration of disturbed areas part of this solicitation? If so, it is loam and seed only or are there other types of site restoration required? Answer: Only loam and seed

Question: Area requiring erosion control mitigation and temporary fencing do not appear to be specified in the plans. Can you provide an expectation for liner feet of erosion control and temporary fencing? Answer: The area requiring erosion control mitigation and temporary fencing are to be outside the areas in which Contractor will operate its equipment, store its equipment and materials, except for access path.

Question: Do pressure dosed force mains need to be hydrostatically tested? Answer: No

Question: Does gravity piping need to be low air pressure tested? Answer: Yes, per Specifications Section 6.5 LOW PRESSURE AIR TESTING (GRAVITY SEWER PIPE) of

SECTION 40 23 00 – WATER AND WASTEWATER PROCESS PIPING & VALVES

Question: The spec for the force main calls for Schedule 40 Pipe with gaskets. Schedule 40 pipe is primarily made in solvent weld; we are seeing if SDR21 can be used as a substitute to meet the pressure and gasket requirement. Answer: The pipe section “5.3 POLYVINYL CHLORIDE PIPE (PVC) FORCE MAIN” does not state gasket.

Question: Our wall sleeve vendors are asking for a more detailed drawing/description for what is shown. Could you please provide some more information on the dimensions of the wall sleeves so we can quote properly. Answer: Detail will be revised and provided in an addendum shortly. Wall sleeve diameter is proposed to be 12” diameter, Seal rubber EPDM, compression plate 304 SS, WA-HRD(D) as provided by Westatlantic Tech Corp. or Engineer approved alternate.
