About this opportunity
The Pennsylvania Department of Military and Veterans Affairs is requesting bids for replacement of treatment equipment and application of protective coating systems to concrete surfaces in SBR #1 and Digester #1 at the Fort Indiantown Gap Wastewater Treatment Plant in Annville, Lebanon County, with bids due July 30, 2026, and a mandatory pre-bid conference on June 4, 2026.

The scope includes selective demolition of existing wastewater treatment equipment in both tanks, removal and disposal of approximately 750,000 gallons of liquid digested sludge and approximately 90 cubic yards of grit and solids, replacement of waste sludge piping and ductile iron influent and discharge piping, cleaning and preparation of concrete surfaces, application of protective coating systems to interior surfaces, installation of new treatment equipment including influent baffles, plug valves with electric actuators, floating decanter assemblies, and related mechanisms, equipment startup and commissioning, and operator training. The contractor must submit detailed equipment specifications, shop drawings, coating system details, and operation and maintenance manuals. Performance period is 520 calendar days from the government-granted Notice to Proceed. Prevailing wage rates apply, and the Davis-Bacon Act applies to this federally funded project. Enhanced minimum wage of $15.00 per hour (adjusted annually) is required.
The estimated contract value is $2,000,001 to $3,000,000. Liquidated damages are $750.00 per day. Questions are due June 18, 2026. Access to Fort Indiantown Gap requires background checks and identification badges obtained at the Main Gate Visitors Center. The contract will be awarded to the lowest responsible bidder within 90 days of bid opening.
