About this opportunity
The West Virginia Parkways Authority is requesting quotations for uniforms and accessories under ARFQ 0809 TPK2600000015, with bids due June 25, 2026 at 10:30 a.m. and questions due June 18, 2026 at 10:30 a.m.
The scope spans 59 line items including sweatshirts, t-shirts, polo shirts, button-up work shirts, work pants, denim jeans, coveralls, bib overalls with jackets, outerwear jackets, rain suits, knit caps, caps, windbreaker jackets, oxford shirts, trousers, skirts, specialty jackets (Galls Three Season Duty Jacket, LawPro Parka, Neese Rain Jacket), cooling hats, and brass nameplates. Each line item requires one unit of pricing to establish unit costs. Garments must include WVPA logo embroidery in designated locations and be available in multiple sizes ranging from XS to 6XL, with long/tall and extended options for most apparel. Vendors offering equal or substitute branded items must provide manufacturer specifications and may be required to submit physical samples within five business days. All embroidery, logo application, setup, digitizing, and related costs must be included in the unit price with no separate charges unless expressly approved in writing. Standard delivery is 20 working days from order receipt unless custom items are approved for extended timelines.
This is an open-end and continuing Master Agreement with pricing firm for the life of the contract unless otherwise specified. Renewal is possible upon mutual written consent and WVPA Purchasing Department approval, with price adjustments requested only at renewal and supported by Producer Price Index documentation for Textile Products and Apparel, applied proportionally across all items. Contract awards will be made to the vendor providing the lowest overall total cost while meeting all mandatory specifications. Vendors must bid on every item to be considered for award. Payment follows delivery and acceptance in accordance with West Virginia State procedures, with invoices due within 30 days of shipment. All bids must be submitted electronically through wvOASIS at www.wvOASIS.gov. The procurement contact is Wesley D Vandall at 304-932-0799 or wvandall@wvturnpike.com. Addendum 01 has been issued to publish vendor questions and answers.
