About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet (on behalf of the Cabinet for Health and Family Services) is requesting bids for laundry and linen services at Western State Hospital (WSH, 175-bed acute care adult psychiatric facility) and Western State Nursing Facility (WSNF, 144-bed long-term care facility) in Hopkinsville, with bids due September 4, 2026 at 1:30 p.m. EST. Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Industries for the Blind and nonprofit agencies serving individuals with severe disabilities receive a 15 percent preference.
The scope includes furnishing and laundering approximately 11,620 linen items weekly across ten line items (fitted sheets, flat sheets, geri pads, pillowcases, bath towels, washcloths, bibs, thermal blankets, patient gowns, and IV gowns), plus provision of carts, hampers, bags, stands, and liners. Pickup and delivery occur three times weekly (Monday, Wednesday, Friday) between 6:00 a.m. and 8:00 a.m., with delivery vehicles requiring a lift gate as no loading dock is available. The contractor must maintain 7–9 days of operational par linen inventory plus one additional day for the customer and emergency supplies for up to two days' usage. Service commences October 15, 2026. All costs—carts, hampers, bags, stands, liners, initial and emergency inventory, transportation, reporting, and culture testing—must be inclusive in unit pricing with no separate reimbursable charges. No subcontractors are permitted; the prime vendor must provide all services directly.
The initial contract term is one year from award, with options for four additional two-year renewal periods. Pricing evaluation uses 95 points (lowest price receives maximum), and vendor experience (years in laundry and linen services) receives 5 points maximum. Vendors must bid all line items or face rejection as non-responsive. Pricing must remain valid for 60 days after the bid due date, quoted F.O.B. Destination Freight Prepaid and Allowed. No price increases are permitted during the first 12 months; thereafter, increases require written justification and Commonwealth approval. A full-time authorized service representative dedicated to the account is mandatory. Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 per occurrence combined single limit, are required prior to award. Documentation of years of laundry and linen services experience must accompany the bid or the vendor receives zero experience points and may be deemed non-responsive.
