About this file
This is Attachment D Addendum No. 4 to a laundry and linen service solicitation issued by the Commonwealth of Kentucky for the Western State Hospital (WSH) and affiliated nursing facility. The solicitation requests laundry and linen services for a 24/7/365 healthcare facility requiring three deliveries per week (Monday, Wednesday, Friday) between 6:00 a.m. and 8:00 a.m. The contractor must provide approximately 5–6 exchange carts per delivery, maintain 7–9 days of operational par linen inventory on-site plus emergency supplies for up to two days' usage, and deliver services commencing October 15, 2026. The bid submission deadline was extended from August 25, 2026, to September 4, 2026, at 1:30 p.m. EST, with vendor questions addressed on August 27, 2026. Implementation is expected to occur prior to the contract start date, requiring coordination between the awarded vendor and WSH staff.
The Commonwealth emphasized that all costs for carts, hampers, bags, stands, liners, initial inventory, emergency inventory, transportation, reporting, and culture testing must be inclusive in unit pricing with no separate reimbursable charges. Bids will be evaluated on estimated weekly usage quantities provided in the solicitation, with price receiving 95 of the total evaluation points. No subcontractors are permitted; the prime vendor must provide all services directly and document years of laundry and linen service experience for up to five experience points. Proof of insurance is required prior to award. The current contract end date is October 14, 2026, and deliveries require a lift gate truck as no loading dock is available. Soiled linen is picked up from two separate buildings with indoor storage in one location and outdoor pickup from the other, with staff present during delivery and pickup operations.

Attachment D Addendum No. 4
BIDDER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL
BECOME BINDING UPON THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS
SOLICITATION.
Reason for change: To answer additional potential vendor questions.
Vendor Questions Commonwealth Response
WSH has set forth an 30-day termination clause without cause. We wanted to modify and add the our language to the responses of our bid.
According to Section (7) and Section (16). if we modify or want to change anything in the solicitation bid it will be considered non-responsive and our bid will not be considered. See below Section (7) and Section (16). Please clarify.
Do not include any redlined items or terms or conditions in bids. The Commonwealth of Kentucky shall not be bound by any part(s) of the bidder’s response to this solicitation that contains information, options, conditions, terms, or prices neither requested nor required in the solicitation. In the event of any conflicts between the specifications, terms and conditions indicated by the Commonwealth and those indicated by the contractor, those of the Commonwealth take precedence. All termination of contracts are in accordance with 200 KAR 5:312 and cannot be negotiated.
Please specify or clarify the Alternate Brands/Specification section. Bidders may bid brands they consider to be equal but must insert the information of the alternate brand. If equal products (in the bid there are no descriptions of most of the items, sizes etc.), so if a bidder is bidding the same, how do you want the "equal" items to be identified?
The solicitation is a request for services not products. This section is not applicable to this procurement and the bidder does not need to specify.
The start date is 10/15/26, would it be possible to have conversations as soon as the bid is awarded? There are a lot of details to work out in a new install and new linen will need to be ordered for each location. The current stated item amounts can be used, although knowing logistics and working through procedures normally requires more time than a week.
It will be expected that the awarded vendor will work with the user Agency on implementation prior to start of contract.
WSH responded 5-6 exchange carts per delivery but then noted daily usage. Delivery is M/W/F. How many exchange carts are needed for each delivery day 3 times a week M/W/F?
Are they saying that sometimes it is 5 or 6 or more depending on usage of linen so they are getting back what they send in linen. Some days, weeks it is more?
I am going to assume that what is on exchange carts are all the items that is requested in linen they want. Do you think they would care to send a picture of one of their exchange carts?
We’re used to stating daily deliveries as that’s what we currently have.
Quantity of carts needed per delivery is going to vary depending upon what the requirements are for any given delivery date.
We estimate 5-6 carts per delivery, depending upon usage. We may also find that the quantity per delivery is higher when we go to 3 deliveries per week instead of 5.
No picture provided of cart.

What is the CED for current linen vendor?
10/14/2026
Is there a dock where linen is to be delivered? Or will the driver need a truck with a lift gate?
There is not a dock. Lift gate will be needed.
Does your outside soil area have an overhang or is it under cover?
Soiled linen is currently picked up from two separate buildings. One is WSNF building which does not have an overhang or cover. Soiled linen is not stored in this area but is taken out as needed for pickup. The other location is our laundry building where soiled linens are stored inside and moved to the truck at a garage door type entrance.
How does the driver gain access to the building?
Driver may enter through outside door to facility. Staff will be on hand.
Does WSH currently use exchange carts? If so how many are needed per delivery?
Yes. Average daily usage is 5-6 carts; however, usage can vary daily depending upon the quantities to be picked up/delivered.
Does WSH currently keep 2 pars of linen on site in separate area?
Yes. Items for WSH and WSNF are keep in separate areas within the same building.
Is this a mandate that the new linen vendor shall keep 7 operation (9) days of par linen plus one for customer?
Yes. We are a 24/7/365 facility.
Customer is requesting nylon linen bags for rental for soil correct? Would WSH consider plastic?
Plastic would be considered. Structure/material would need to be heavyweight/durable/reusable.
Does WSH have any implementation expectations? To clarify if there is an specific expectation of how they want the new installation to run outside of the new linen company keeping 3 days of par linen on site prior to install.
If that is the case, how will WSH, keep the current linen vendors linen separate from the new linen vendors to ensure it is not mixed? Does that mean that WSH wants to start utilizing the new linen vendors linen 3 days in advance of the new install?
Why do they feel it is necessary to keep 3 par of linen onsite prior to install?
It will be expected that the awarded vendor will work with the user Agency on implementation prior to start of contract.
Delivery time from 6:00AM-8:00 AM EST. Is that a deal breaker, that they will not accept linen at any other time?
See Section 2- B Service Requirements: All pickup and delivery of laundry shall take place between the hours of 6:00 a.m. and 8:00 a.m. Variances from these times will only be allowed with the prior approval of the facility.
Are you currently keeping an extra 2 par of linen on site for Emergency in a sperate area?
In accordance with See Section 2- A Equipment and Supplies: The contractor shall have the ability to store emergency supplies at site for up to two (2) days’ usage on special request in order to meet licensing and regulations and Joint Commission for accreditation of hospital organization’s standards.
