About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for laundry and linen services for Western State Hospital (WSH), a 175-bed acute care adult psychiatric facility, and Western State Nursing Facility (WSNF), a 144-bed long-term care facility, both in Hopkinsville, with bids due August 26, 2026 at 1:30 p.m. EST. No subcontractors are permitted; all experience and service delivery must be provided directly by the prime vendor. Kentucky resident bidder reciprocal preference applies, and Kentucky Correctional Industries qualifies for 20 percent preference while other qualified nonprofits receive 15 percent preference.

The scope includes furnishing, laundering, and delivering linens and related items on estimated weekly quantities: 510 fitted sheets, 775 flat sheets, 575 pillowcases, 1,285 sheets total, 3,300 bath towels, 6,100 washcloths, 525 adult bibs, 775 thermal blankets, 500 patient gowns, and 65 patient IV gowns. Services require pickup and delivery three days per week (Monday, Wednesday, Friday) between 6:00 a.m. and 8:00 a.m., with the contractor furnishing all carts, laundry bags, stands, liners, and equipment. The contractor must maintain 7–9 days of operational par linen on site plus emergency supplies for up to two days, provide monthly management reports detailing linen utilization and costs, and arrange independent laboratory culture testing. Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit, are required prior to award.

The initial contract term is one year from the award date (expected October 15, 2026) with four optional two-year renewal periods subject to written approval. Award uses best value scoring: 95 points for price (lowest bidder receives maximum) and 5 points for years of experience in laundry and linen services (highest tenure receives maximum). All pricing must be F.O.B. Destination Freight Prepaid and Allowed with unit costs for estimated weekly usage. Prices remain firm for the first 12 months; increases thereafter require documented justification and Commonwealth approval. The Commonwealth processes payments within 30 working days of receipt and acceptance. All ten line items must be bid; failure to bid all items renders the bid non-responsive. Vendors' written questions were due August 13, 2026; the Commonwealth issued responses by August 18. Addenda 1 and 2 clarify service requirements, experience documentation, and operational parameters.
