About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs, is soliciting bids for the procurement of wrought iron outdoor furniture through Request for Bid 758 2500000224. The procurement requires vendors to supply 80 wrought iron high-back coil spring chairs with black matte finish (combining 40 lounge chairs and 40 dining chairs with seat heights of 16-17 inches and armrest heights of 25-26 inches, each weighing approximately 35-40 pounds) and 15 wrought iron mesh-top tables with umbrella holes measuring 48 inches in diameter and 29 inches in height with black finish (weighing approximately 80-90 pounds each). All chairs must be delivered fully assembled, while table bases will be assembled by the agency upon receipt. Delivery is required to the Wendell H Ford Regional Training Center at 4675 State Route 181, Building 201, Greenville, Kentucky 42345, Monday through Friday between 6:30 AM and 2:00 PM CST, with vendors required to provide at least 24 hours' advance notice and coordinate directly with the agency rather than using GPS navigation. All delivery costs must be included in bid pricing, and vendors must submit electronically through the Commonwealth eProcurement system after registering with the Vendor Self Service System. The bid closing date has been extended to November 22, 2024, at 1:30 PM ET, with a bid reading available via conference line at 3:30 PM ET on that date. Evaluation will be based on a best value ranking approach allocating 90 points to price (with the lowest bidder receiving maximum points and subsequent bids scored proportionally) and 10 points for delivery performance measured in working days, with one percent daily deductions from invoices for late deliveries. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date and shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes.
Kentucky resident bidders are eligible for reciprocal preference of up to 20 percent of maximum points, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities are eligible for statutory preferences of up to 15 percent of maximum points under KRS 45A.490-494 and 200 KAR 5:410. Prior to award, the successful bidder must submit evidence of Kentucky tax registration, required notarized affidavits addressing campaign finance compliance and resident or qualified bidder status if applicable, and proof of Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit if the vendor will provide delivery services. The solicitation requires vendors to bid all line items on a "Group All" basis; failure to do so will render bids non-responsive. No incumbent vendor or current contractor information is referenced in the solicitation documents, and no specific budget range or award value is provided, though the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. The contract is subject to a 30-day cancellation clause by the Commonwealth and incorporates all terms and conditions outlined in Attachment A and subsequent addenda issued November 8 and November 14, 2024. For additional information, interested parties should contact Stephanie Durr at 502-564-6521.
