About this opportunity

The Colonial School District (Delaware) is requesting sealed bids on three prime contracts for security and ADA renovations at William Penn High School in New Castle, with bids due November 19, 2026 at 2:30 p.m. and a pre-bid meeting on October 27, 2026 at 2:00 p.m. Project documents are restricted from public disclosure under Delaware Code Title 29, Section 10002(o)(17)(a) due to public safety concerns; interested vendors must contact EDiS Company (jdepolo@ediscompany.com, 302-421-2700) to access the bid package.

Contract C-01 covers selective demolition, sitework, and concrete work with a $30,000 allowance for Owner-directed miscellaneous work. Contract C-02 addresses miscellaneous metals and railings with a $15,000 allowance. Contract C-03 encompasses general trades. The scope includes security upgrades to athletic fields, interior wall modifications, signage, railing installations, and extensive ADA ramp renovations throughout the auditorium, north wing, and west wing.

Bidders must have completed site visits. Bid security of 10% of the bid amount plus consent of surety is required; bids must remain valid for 60 days. All work is subject to Delaware prevailing wage requirements (ranging $22.08 to $121.73 per hour depending on trade and county), the Architectural Accessibility Act, mandatory drug testing for contractors and subcontractors employing ten or more people, and craft training compliance at journeyman and apprentice levels through registered programs under Delaware Code Title 29, Chapter 69, Section 6962. Contractors and subcontractors named on the State of Delaware Prevailing Wage Debarment List are ineligible.

All bids must include a completed subcontractor list, drug testing program affidavit, contractor qualifications affidavit, and craft training documentation. Performance and payment bonds equal to 100% of contract award are required for two years after final payment. Contract award must occur within 60 days of bid opening; successful bidders execute within 20 days of notice of award. Specifications require compliance with ASTM standards, ACI guidelines, NFPA 241 (demolition), and TMS 402/602 (masonry), with independent testing agency oversight for concrete and masonry quality control.
