About this opportunity

The State of Maine Division of Purchases posted a solicitation on March 18, 2009 with a due date of March 20, 2009 for the Workers' Compensation Act of 1992, a document production and publication contract managed by the Maine Workers' Compensation Board.

The scope involves editing, typesetting, and producing the updated Workers' Compensation Act in print, disk, and electronic formats. The project requires removal of outdated statutory database references, standardization of section numbering, and coordination on final table of contents and index numbering between the WCB and the printing vendor. Bidders must submit separate unit prices on prescribed forms with sealed bids to the Division of Purchases office at 111 Sewall Street, Augusta, Maine.

The State reserves the right to award contracts on an item-by-item or group basis, whichever serves its best interests, and will make awards to the lowest responsible bidder considering best value factors including quality, conformity with specifications, delivery dates, and ultimate cost. All transportation charges must be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes, so bids should exclude these taxes. Cash discounts of 20 days or more will be considered in determining the low bidder; discounts under 20 days will not be considered due to normal accounting procedures.

The contract includes an extension clause permitting the State Purchasing Director to extend the contract period beyond initial expiration with contractor consent, with a maximum total contract period not to exceed three years. An overrun limit of 3 percent of the contract value applies. Past performance is a potential factor in award decisions. For document-related inquiries, interested parties may contact Rebecca Burns at 822-0834 or Terrie McLaughlin at 287-7084.
