About this opportunity
The Florida Department of Financial Services, Division of Workers' Compensation, intends to procure single-source services from the Workers' Compensation Research Institute (WCRI) for comprehensive workers' compensation system analysis. This procurement will generate critical statistical information and research services to support legislative and administrative oversight of the Florida Workers' Compensation System. The primary deliverable includes the production of CompScope Reports, which will be studied by the State Legislature to evaluate system performance and potential policy modifications. The contract will cover the period from July 1, 2025, through June 30, 2026, with a specific focus on database analysis and interstate workers' compensation system comparisons. Prospective vendors must submit relevant information by May 8, 2025, at 10:00 A.M. (ET), with the department reserving the right to determine if WCRI remains the sole source provider of these specialized services. The procurement is specifically justified under Florida Statutes sections 440.13(8) and (9), emphasizing the unique nature of the required research capabilities. Evaluation will be based on WCRI's proprietary database, which independently compiles data from 15-20 states and provides comprehensive workers' compensation community analysis.
The procurement appears to be a non-competitive, single-source contract without explicit set-aside designations or restrictions on organizational respondents. The estimated contract value is $195,000, covering a one-year period of research and reporting services. WCRI is positioned as the incumbent and apparently the only known vendor capable of providing the specialized statistical analysis required by the Department of Financial Services. The research will support stakeholders in monitoring legislative changes and comparing workers' compensation system performance across multiple states. No specific disadvantaged enterprise requirements are noted in the documentation. The procurement process will involve a written determination by the department after reviewing any potential alternative vendor information, with the intention of posting a notice of intended agreement on the Vendor Bid Systems. Integration requirements appear minimal, as WCRI already maintains a proprietary database that serves the specific research needs of the Florida workers' compensation system.
Opportunity text
THIS IS NOT A BID.
The Department of Financial Services, Division of Workers' Compensation, intends to enter into an agreement with Workers' Compensation Research Institute Inc. for information generated and used to determine the health of the Florida Workers' Compensation System and contribute to the production of the CompScope™ Reports that in turn are studied by the State Legislature.
Prospective vendors who believe they can provide these services shall provide relevant information no later than May 8, 2025, at 10:00 A.M. (ET).
If it is determined in writing by the Department, after reviewing any information from prospective vendors, that the services are available only from the single source, the Department will post on the Vendor Bid Systems, notice of its intended decision to enter into agreement with said vendor pursuant to section 120.57 (3) F.S.
