About this opportunity
The State of Maine Department of Administrative & Financial Services, Office of Employee Health, Wellness & Workers' Compensation is issuing Request for Proposals #202604074 to procure comprehensive workers' compensation investigative services for the state's self-insured program covering approximately 12,000 employees across the Executive, Judicial, and Legislative branches. The services required include surveillance investigations, social media reports, comprehensive interviews, accident/injury investigations, DMV checks, database searches, electronic recordings, photographs, and testimony at Workers' Compensation Board hearings. Bidders must specify coverage for one of four designated geographic locations: Location 1 covering 13 counties in southern and central Maine; Location 2 covering 11 counties in northern and eastern Maine; Location 3 covering all Maine counties; or Location 4 for out-of-state services. Based on historical claim volume (40 claims in 2024 and 64 claims in 2023, many requiring multiple days and statewide travel), the state anticipates making multiple awards. Proposals will be evaluated on a 100-point scale weighted as follows: Organization Qualifications and Experience (30 points), Proposed Services (35 points), and Cost Proposal (30 points for in-state services with an additional 5 points available for out-of-state capability). The initial contract period runs from July 1, 2026, through June 30, 2029, with two optional renewal periods extending through June 30, 2032. Questions must be submitted by May 18, 2026, at 4:00 p.m., and proposals are due June 1, 2026, at 4:00 p.m. via the Vendor Self Service System.
Bidders must demonstrate investigator licensing, provide proof of bonding and insurance with ACORD certificates, and submit organizational qualifications including relevant project experience, organizational charts, and litigation history from the past five years. All proposals must comply with State of Maine IT policies, data security standards, and NIST requirements for handling confidential personally identifiable information classified at moderate impact level. Bidders must provide detailed cost proposals for all services including investigative hours, travel, clerical support, comprehensive reports, recordings, photographs, DMV checks, social media investigations, database checks, workers' compensation board hearing testimony, and meeting attendance. Proposals must be submitted in four separate files covering preliminary information, organizational qualifications and experience, proposed services, and cost proposals. The State reserves the right to negotiate with awarded bidders and will not solicit best and final offers; contracts will require execution of an IT Service Contract with Confidentiality and Non-Disclosure Agreement and are subject to State Procurement Review Committee approval. No specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendor information, or budget ranges are disclosed in the RFP documentation, and payment terms are anticipated at net 30 upon receipt of accurate invoices.
