About this opportunity
The Connecticut Department of Energy and Environmental Protection is requesting sealed bids for renovation of four trap fields with new trap houses and associated site work, plus construction of a new shooting shed and office facility at Wooster Mountain Shooting Range in Portland, Connecticut, with bids due November 19, 2026 at 2:00 p.m. through CTsource and a pre-bid meeting held October 19, 2026 at 10:00 a.m. (not mandatory). Bidders with bids exceeding $1,000,000 must be DAS-Prequalified Contractors — a gatekeeping requirement for most competitive responses on projects of this scale.
Connecticut prevailing wage standards apply if the contract value exceeds $1,000,000 for new construction. The Build America, Buy America Act applies, establishing domestic content preferences for materials and products. Bids must remain firm for 90 calendar days from opening. The project allows 180 calendar days for completion, with construction expected to begin February 1, 2027. Liquidated damages are set at $500 per calendar day.
Submittal requirements vary by bid amount. All bidders must submit a Bid Proposal Form, bid bond or certified check, affidavits, certifications, and a Campaign Contribution Certification from the Office of the State Ethics Commission through CTsource prior to the bid opening. The apparent lowest qualified bidder must additionally submit named subcontractor qualification statements, prequalification certificates, Good Faith Effort documentation filed with the Commission on Human Rights and Opportunities, prevailing wage certification from the Department of Labor, liability insurance certificates, and performance and labor and material bonds within ten calendar days or ten business days of the Letter of Intent. Failure to submit required pre-opening documents results in automatic bid rejection.
Questions are due seven days prior to bid opening through the Solicitation Q&A Center on CTsource. Bid tabulations will be posted on CTsource within approximately three business days of bid opening. Contract award is anticipated December 3, 2026. The Project Manager is Alex Curry, PE, at 860-424-3407 or alexander.curry@ct.gov. Detailed architectural and engineering drawings and specifications are available electronically through the CTsource Bid Board.
