About this file
This document is a Bid Package Submittal Requirements specification issued by the Connecticut Department of Energy and Environmental Protection (CT DEEP), Engineering, Safety and Sustainability Division, for the Wooster Mountain Shooting Range project in Portland, Connecticut. The project involves renovation of four trap fields with new trap houses and associated site work, as well as construction of a new shooting shed and office facility. All bidders must submit their bid package documents through the CT DAS CTSource website portal prior to the official bid opening date and time. The specification establishes two tables of submittal requirements: Table 1 specifies documents required from all bidders prior to bid opening, and Table 2 outlines additional documents required from the apparent lowest qualified bidder within ten calendar days or ten business days of receiving the Letter of Intent from the DEEP Project Manager. Failure to submit Table 1 documents by the bid opening deadline results in automatic bid rejection and cannot be considered a minor irregularity. Delays in submitting Table 2 documents extend the bid validity period by the same number of days delayed, up to the maximum bid hold period of sixty calendar days.
Submittal requirements vary based on bid amount, with projects valued at less than $1,000,000 and those $1,000,000 or greater having different documentation thresholds. All bidders must provide a Bid Proposal Form, bid bond or certified check, affidavits, certifications, and a Campaign Contribution Certification from the Office of the State Ethics Commission. The apparent lowest bidder must additionally submit named subcontractor qualification statements, prequalification certificates, Good Faith Effort documentation filed with the Commission on Human Rights and Opportunities, prevailing wage certification from the Department of Labor, liability insurance certificates, performance and labor and material bonds, and various other compliance documents including stormwater pollution control certification if applicable. Nonresident contractors must provide verification of status from the Connecticut Department of Revenue Services. The Project Manager is Alex Curry, PE, reachable at 860-424-3407 or alexander.curry@ct.gov.
