About this opportunity

The City of Thousand Oaks Public Works Department is soliciting sealed bids for the Woodcrete Fence Replacement project (CI 5691), a capital improvement initiative involving the removal and replacement of woodcrete fences at nine locations throughout the city. The project requires contractors to replace existing woodcrete fences with either wood fences or metal beam guardrails, including excavation, drilling for footings, concrete forming, post and rail installation, and applying reactive color treatment to galvanized metal surfaces. A mandatory preconstruction conference will be held to review the contractor's schedule, safety plan, and coordination procedures. Bid submissions are due electronically on January 28, 2026, at 3:00 PM through the city's procurement portal, with a question submission deadline of January 19, 2026. Bidders must possess a valid Class A General Engineering Contractor's license and be registered with the California Department of Industrial Relations. The contract will be awarded to the lowest responsive, responsible bidder, with a project completion timeline of 150 calendar days from the Notice to Proceed, including an allowance for four inclement weather days.

Contractors must submit bid security of 10 percent of the total bid price, either through an electronic bid bond via Surety2000 or as a physical bond, certified check, cashier's check, or cash. The successful bidder will be required to furnish performance and payment bonds equal to 100 percent of the contract price. The project's engineer's estimate is $690,000, with the city reserving the right to increase or decrease unit price quantities by up to 25 percent. All workers must be paid prevailing wage rates as determined by the California Department of Industrial Relations. Contractors must demonstrate California Air Resources Board (CARB) compliance for off-road diesel-fueled vehicles or confirm no such equipment will be used. The project is subject to compliance with the California Construction General Permit for stormwater pollution prevention and the City's Erosion Control Plan requirements. Liquidated damages of $2,000 per calendar day will be assessed for contractor-caused delays beyond the 150-day contract period, with reverse liquidated damages of $2,000 per day for city-caused delays.
