About this opportunity

The City of Dallas is soliciting proposals for a five-year contract with two one-year renewal options for the collection, transportation, and resale of withdrawn library materials from the Dallas Public Library, with proposals due May 15, 2026, at 1:00 PM CST (Solicitation Number BYZ26-00029907). The contractor will collect between 10,000 and 20,000 withdrawn items monthly—including books, DVDs, CDs, and other media formats—from the Dallas Public Library Central Library at 1515 Young Street and branch locations as requested, transporting materials in appropriate containers such as Gaylord boxes using vehicles up to 26 feet in length with 13.5-foot height clearance. Services will be ordered on an as-needed basis with monthly pickup schedules beginning the first Monday of each month, initial collection occurring within the first week of contract execution, and monthly reports due by the fifth business day following each collection period. Qualified proposers must demonstrate a minimum of three years of documented experience collecting and transporting withdrawn library materials and provide at least two references from similar clients, preferably libraries. Evaluation criteria include Experience and Qualifications (20 points), Revenue-Sharing Model (25 points), Reporting and Accountability (10 points), Environmental Sustainability (5 points), Logistics and Operational Capacity (20 points), and DRIVE Policy compliance (20 points). The vendor's compensation derives entirely from a negotiated percentage of gross sales remitted to the library monthly, with all vendor costs including fees, labor, fuel, and storage deducted from the vendor's share rather than the library's percentage.

The City of Dallas has established a Small Business Enterprise (SBE) participation goal and requires contractors to demonstrate good-faith efforts to meet this goal to be considered responsive under the Dallas Regional Inclusive Vendor Enterprise (DRIVE) Policy, with evaluation points available for meeting or exceeding SBE participation targets, engaging new SBE partners, and achieving local workforce participation and supply chain utilization. Contractors must comply with the Dallas Living Wage requirement of $23.06 per hour for general service contracts exceeding $50,000 and maintain comprehensive insurance coverage including workers' compensation ($500,000 employers' liability limits), business automobile liability ($500,000 combined single limit), commercial general liability ($1,000,000 per occurrence/$2,000,000 general aggregate), and commercial crime insurance ($500,000 per occurrence). All policies must name the City of Dallas as certificate holder and additional insured with appropriate endorsements, certificates delivered to the Office of Procurement Services (Attention: Alina Nair, 1500 Marilla Street, Dallas, Texas 75201) and the Director of the Office of Risk Management (1500 Marilla, 6A-South, Dallas, Texas 75201) within 15 days of award notification. No specific award value or budget range has been established, as the contract structure is entirely revenue-based with proceeds shared between the contractor and Dallas Public Library according to negotiated terms; the City will not invoice the contractor, and payment is exclusively through Electronic Funds Transfer following submission of properly completed invoices.
