Withdrawn Materials - City of Dallas RFP Summary
This is a Request for Proposals (RFP) issued by the City of Dallas for collection, transportation, and resale services of withdrawn library materials from the Dallas Public Library. The City seeks a five-year contract with two optional one-year renewal periods, with services to be provided on an as-needed basis. The vendor will collect between 10,000 and 20,000 withdrawn items monthly—including books, DVDs, CDs, and other media formats—from the Dallas Public Library Central Library located at 1515 Young Street and branch locations as requested. Materials will be transported in appropriate containers such as Gaylord boxes, with the library's loading dock accommodating vehicles up to 26 feet in length with a 13.5-foot height clearance. The vendor must establish monthly pickup schedules beginning the first Monday of each month, with the initial collection pickup occurring within the first week of contract execution. The contract commences upon City Council approval and execution, with monthly reports due by the fifth business day following each collection period.
Proposers must have a minimum of three years of documented experience collecting and transporting withdrawn library materials and must provide at least two references from similar clients, preferably libraries. The vendor's revenue-sharing model will be evaluated as a key criterion, with the vendor remitting an agreed-upon percentage of gross sales to the library monthly, with all vendor costs including fees, labor, fuel, and storage deducted from the vendor's share rather than the library's percentage. Evaluation criteria include Experience and Qualifications (20 points), Revenue-Sharing Model (25 points), Reporting and Accountability (10 points), Environmental Sustainability (5 points), Logistics and Operational Capacity (20 points), and DRIVE Policy compliance (20 points) emphasizing small business enterprise utilization and local economic impact. The City has established an SBE participation goal, and contractors must demonstrate good faith efforts to meet this goal to be considered responsive. No invoicing to the City will occur; the vendor's compensation derives entirely from the negotiated percentage of gross sales. Contractors must comply with the Dallas Living Wage requirement of $23.06 per hour for general service contracts exceeding $50,000 and maintain comprehensive insurance coverage as specified in the contract attachments.
