About this opportunity
The Texas Historical Commission is soliciting bids for furnishing, installation, and setup of a Schlage Engage Series wireless building access system at THC Capitol Complex Buildings in Austin under IFB 808-26-261256, with bids due March 6, 2026 at 2:00 PM Central Time. Attendance at a mandatory pre-proposal conference on February 23 or 24, 2026 at 10:00 AM at the Elrose Building (108 West 16th Street, Austin) is required to submit a valid bid; bidders must complete and return the Site Visit Form with their submission and acknowledge receipt of Addendum 1.
The scope encompasses installing wireless locks and cover plates on 17 doors across five THC Capitol Complex Buildings, with deliverables including two Schlage USB Fob Programmers, 300 physical cards, 10 five-year mobile phone application seat licenses, and comprehensive system training. Project completion is due within 90 days of award. Eligible vendors must demonstrate a minimum of five years of experience in similar work and provide references from at least three previous clients.
The contract value is under $100,000, placing it outside VetHUB subcontracting plan requirements. Bids must be submitted as a single PDF to responses@thc.texas.gov with pricing as a lump-sum amount covering all furnishing, installation, setup, training, and associated costs. All bids remain firm for 90 days from the closing date. THC will evaluate proposals based on pricing, compliance with specifications, delivery timeframe, and past performance, awarding to the bidder providing best value to the State. The resulting contract may be extended by written agreement for one year with two optional one-year extensions, contingent upon continued funding availability.
Bidders must submit proof of insurance, experience documentation listing 5–6 previous projects, and signed certifications regarding conflict of interest, lobbying compliance, and statutory requirements. The contract requires Commercial General Liability coverage with minimum limits of $1 million per occurrence and $2 million aggregate. Award notice is anticipated March 9, 2026, with contract start date March 9, 2026. Project manager Brandon Vos is contactable at 512-463-4061 or Brandon.Vos@thc.texas.gov.
