About this opportunity

The Town of Enfield, Connecticut Department of Public Works is requesting proposals for trucks and equipment to provide snowplowing and snow-blowing services during the 2026-2027 winter season, with sealed proposals due September 22, 2026 at 11:00 a.m. EST. No electronic responses will be accepted; vendors must submit to the Director of Finance with public opening and reading to follow.

The scope encompasses operators and trucks equipped with plows and optional sanding equipment, as well as operators and vehicles with snow-blowing equipment including front-end loaders with push boxes, motor graders, sidewalk snowplow machines, and loader-mounted or truck-mounted snowblowers. All drivers must possess valid commercial driver's licenses and be enrolled in a valid Drug & Alcohol Testing Program.

Pricing is structured by hourly rates according to vehicle class and equipment type, ranging from $105.00 per hour for Class 2 light/medium duty trucks with plow and spreader to $350.00 per hour for trucks with mounted snowblowers, with conventional material spreaders at $40.00 per hour. Vendors are guaranteed a minimum payment of $2,000 per plow truck per season if the truck is available within one hour of assignment notification and meets all specification requirements, plus an additional four-hour minimum guarantee for each truck receiving an assignment and reporting for work.

The contract runs November 1, 2026 through April 30, 2027, with the Public Works Director authorized to release specific trucks prior to the end date. The Town intends to award contracts to multiple vendors with assignments issued on an as-needed basis. A mandatory post-response meeting with awarded vendors is scheduled for October 2026 at the Stanley E. Jablonski Public Works Complex.

Vendors must provide current Certificates of Insurance with minimum Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Auto Liability ($1,000,000 combined single limit), Umbrella/Excess Liability ($1,000,000), and Workers' Compensation coverage, and must furnish a $5,000 performance bond prior to work commencement.
