About this opportunity
The Town of Cheshire, Connecticut is soliciting sealed bids for Window Performance Testing Services for the new Norton Elementary School, a project located in New Haven County. This procurement requires qualified contractors to conduct comprehensive field testing of windows and storefronts in accordance with specific industry standards including ASTM E783 (Air Leakage), ASTM E1105 (Water Penetration), AAMA 501.2 (Water-Spray Test for Aluminum Framed Entrances and Storefronts), and AAMA 502 (Water-Spray Test for Aluminum Windows), with testing to be performed per project specifications 08 41 13 and 08 51 13 at locations designated on marked-up drawings. Sealed bids must be submitted to Cheshire Town Hall, Room 221, 84 South Main Street, Cheshire, Connecticut by February 13, 2026 at 2:00 PM EST, with bids to be opened publicly and read aloud on that date; the Town anticipates issuing a Preliminary Notice of Award by February 20, 2026 and executing the contract by February 27, 2026. Key deliverables include submission of a pre-test plan and schedule for approval, thorough documentation with photographic evidence and detailed notes, completed data sheets for each tested unit, and a comprehensive pass/fail summary report; the successful bidder must provide all necessary testing equipment, materials, and certified personnel and remain available for retesting at the Window and Storefront Contractor's expense if initial tests fail. Evaluation criteria are based on experience, references, service capability, ability to respond promptly, past performance, and compliance with procedural requirements rather than price alone, and the Town reserves the right to award to the lowest qualified responsible bidder or the bidder deemed in the Town's best interests. Insurance requirements include General Liability coverage of $2,000,000 per occurrence and $4,000,000 aggregate, Auto Liability of $1,000,000 combined single limit, Professional Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Umbrella coverage of $1,000,000.
This project is being funded in part by a grant from the State of Connecticut, and the successful bidder must comply with all applicable State of Connecticut requirements including those of the Department of Administrative Services and Office of Grants Administration. Connecticut prevailing wage requirements apply to this contract, and the successful bidder must provide workers' compensation certification and employee OSHA safety training certification. A Good Faith Efforts Plan is required, mandating minimum spending allocations of 25% with Connecticut Department of Administrative Services-certified small businesses and 6.25% with minority-, women-, and disabled-owned businesses. All bid submissions must include completed Bid Forms, Legal Status Disclosure, Equal Employment Opportunities Certification, Non-Collusion Affidavit, and a Statement of References with at least three references. No pre-bid conference or mandatory site visit is required, and all vendors are eligible to respond; inquiries regarding the ITB process and procedures should be directed to Zachary Machold, Project Manager at Arcadis (zachary.machold@arcadis.com), with copies to Vincent J. Masciana, Chief Project Officer at Cheshire Public Schools (vmasciana@cheshire.k12.ct.us). No specific contract value or budget range has been disclosed in the solicitation documents.
