About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), procuring on behalf of the Department of Education and the Georgia Academy for the Blind, is soliciting design professional services for a campus-wide window and door replacement project at the Georgia Academy for the Blind in Macon, Georgia under a two-step RFQ/RFP process, with qualifications due December 7, 2021 and a mandatory pre-proposal site visit on December 16, 2021. GSFIC encourages participation by minority-owned, woman-owned, and small business enterprises, though no set-aside or preference program is stated as mandatory.

The project scope covers replacement of single-pane, uninsulated windows and exterior doors across approximately 16 buildings with new double-paned energy-efficient windows and insulated doors featuring ADA-required hardware, automatic door openers, and Key FOB compatibility. The design professional must be an architectural/engineering firm with the primary firm performing a minimum of 50% of architectural design services in-house; associated firms may provide up to 50%. Design services are anticipated to commence in Q1 2022 and conclude by Q2 2022, with construction commencing in Q3 2022.

The preliminary construction cost limitation is estimated at $1.2 million, subject to change based on actual program requirements and funding availability. Qualifications will be evaluated on firm stability (25%), experience and qualifications (45%), and suitability for the project (30%). Proposal evaluation will weigh previous performance (15%), design team qualifications (20%), quality of design plan (15%), methodology (25%), and team communications (25%). The project must comply with Georgia's Energy Efficiency & Sustainable Construction Act of 2008 (O.C.G.A. 50-8-18) and achieve Georgia Peach certification with commissioning. Design team proposals are due January 6, 2022 at 2:00 PM, and finalist interviews are scheduled for January 12, 2022. Delivery will follow Design-Bid-Build methodology. Three finalists have been identified: Dunwoody Beeland Architects, JMA Architecture, and Terracon Consultants.
