About this opportunity

The State of Delaware, Office of Management and Budget, Government Support Services, is requesting proposals for commercial and institutional window coverings—furnishing, delivery, measurement, installation, repair, replacement, maintenance, and related services—available to state agencies and eligible entities including school districts, municipalities, and higher education institutions receiving state funds, with proposals due October 14, 2026 at 3:00 PM through the Bonfire portal.

The scope covers eleven window-covering line items (solar shades, blackout shades, faux wood blinds, vertical blinds, roller shades, privacy shades, horizontal blinds, mini blinds, commercial-grade shutters, specialty and security/privacy coverings, and motorized or automated coverings) plus four window-film and window-tint line items (safety/security film, solar control film, glare reduction film, and privacy film). Bidders submit total installed pricing for each item and select "Bid" or "No Bid" on a line-by-line basis; no minimum volumes or estimated quantities are guaranteed. Vendors must maintain current Delaware business licenses, carry Commercial General Liability insurance ($1 million per occurrence / $3 million aggregate), provide three business references, submit monthly usage reports by the 15th of each month, and comply with mandatory drug testing and background check requirements for employees accessing state property or vulnerable populations.

The contract runs through February 28, 2029, with three optional one-year renewal periods negotiable no later than 90 days before termination; the State reserves the right to extend month-to-month for up to three additional months. All initial-term prices must remain firm; renewal-period price adjustments cannot exceed the Philadelphia All Urban Consumers Price Index. Proposals are evaluated on Technical Approach (25 points), Experience & Qualifications (20 points), Service Response Capability (20 points), Product Quality & Warranty (15 points), and Price Proposal (20 points); award is based on best value, not lowest cost. The State reserves the right to make multiple awards and to reject any or all proposals. Contract award is expected within 90 days of bid opening. Written questions are due September 30, 2026 at 4:30 PM; answers will be posted by October 7, 2026.
