About this opportunity
The Texas Health and Human Services Commission (HHSC) has issued an Invitation for Bids (IFB) for window and glass repair services at San Antonio State Hospital and San Antonio State Supported Living Center. The solicitation seeks competitive bids for as-needed glass and window maintenance, repair, and replacement services, including installation of various glass types such as flat glass, plexiglass, spandrel glass, laminated glass, Lexan glass, security glass, wire mesh glass, and insulated glass. Services must be performed Monday through Friday between 8 a.m. and 5 p.m. Central Time, with a four-hour response requirement for standard service calls and a one-hour response for emergency situations. Repairs and replacements must be completed within five business days of service request. The optional on-site visit is scheduled for December 3, 2025, at 10:00 a.m., with a questions and clarifications submission deadline of December 8, 2025, at 10:30 a.m. Bidders must have a minimum of three years of relevant experience, with personnel also requiring three years of experience and a minimum age of 18 years. The evaluation criteria will focus on the bidder's ability to meet requirements and specifications, performance delivery capability, and price, with the anticipated contract start date of September 1, 2025, and an initial term through August 31, 2026, with options for two additional one-year renewals.
The solicitation includes a Historically Underutilized Business (HUB) Subcontracting Plan requirement with a 32.9% HUB utilization goal. Bidders must submit a completed HUB Subcontracting Plan, which can be demonstrated through five methods, including using only HUB vendors, participating in the Mentor-Protege Program, or meeting the HUB utilization goal. Contractors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability, commercial automobile liability, professional liability, and umbrella liability insurance with specific minimum coverage amounts. The historical monetary value for similar services from September 1, 2021, to March 12, 2024, was $240,000.00, though this does not guarantee future contract quantities. Bidders must provide three verifiable references for similar services completed within the last three years and submit detailed company information, including years in business, employee counts, and operational capabilities. All awards are contingent upon HHSC Executive Commissioner approval, and HHSC reserves the right to make single or multiple awards to achieve the best value for the state. Failure to comply with HUB Subcontracting Plan requirements could result in remedial actions, including potential debarment from state contracting for up to five years.
