About this opportunity

The University of Texas at Austin is requesting proposals for re-roofing and building enclosure repairs to the F.L. Winship Drama Building under RFP WIN CP2000834 26CSP007, with proposals due September 22, 2026. A completed VetHUB subcontracting plan is a mandatory condition of responsiveness; prime contractors must demonstrate good faith efforts to award subcontracts to service-disabled veteran certified businesses, with notification to at least two state-certified VetHUB vendors per opportunity and a minimum seven-business-day response window.

Respondents must propose a construction team qualified to manage the re-roofing and envelope repair of a continuously occupied academic facility while minimizing disruption to building occupants. The Project Manager and Superintendent must hold current 30-hour OSHA certifications. Proposals must include a minimum of three customer references for similar projects completed within the past five years, detailed safety records covering OSHA Recordable Case Rate and Days Away Restricted Time rates for the prior three years, a preliminary Critical Path Method schedule, quality control and storm water management plans aligned with EPA and University of Texas System standards, and warranty and post-completion support documentation.

Evaluation is scored on a maximum of 100 points, with qualifications constituting a maximum of 60 points distributed across eight criteria: contractor ability to provide construction services; qualifications of the proposed construction team; technical and management competence; past experience with University of Texas System institutions within the past five years; safety program and record; project execution plan and scheduling; quality control and commissioning program; and project close-out capability. Proposals must include detailed information on key personnel, proposed subcontractors, and evidence of past performance on roofing and envelope projects for continuously occupied facilities such as libraries, classrooms, and executive offices. Project drawings are accessible via University of Texas Box. Winning contractors must submit a Prime Contractor Progress Assessment Report with each payment application identifying all first, second, and third-tier subcontractor payments.
