About this opportunity

Sacramento County's Department of Regional Parks is seeking a contractor to perform the Wilton Park Well Pump Installation project located at 9980 Stablegate Road in Wilton, California. The procurement involves installing and commissioning a comprehensive solar-powered well pump system, specifically a 10 HP 65 PSI 80 GPM submersible solar pump with a DC electric motor, solar panel array, charge controller, deep-charge battery, and anti-theft well cover. Contractors must possess a valid California contractor's license with C-61/D21 classification for Machinery and Pumps and submit a bid guarantee of at least 10% of the bid amount. The bid release date was August 29, 2025, with pre-bid questions due by September 9, 2025, and electronic bid submissions required by September 19, 2025, at 2:00 pm. Additional requirements include compliance with the California Air Resources Board's Advanced Clean Fleets Regulation, adherence to prevailing wage rates, and registration with the California Department of Industrial Relations. The project involves working with an existing 375-foot deep well to support irrigation for the Wilton Community Park, with the contractor responsible for obtaining necessary permits and constructing connections to the proposed irrigation system.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must submit a non-collusion declaration and provide comprehensive business details, including license information and contact specifics. The estimated construction cost is $60,000, with the contract expected to be awarded by October 31, 2025. The project has a fixed completion time of 30 calendar days and requires the contractor to provide independent power sources, including a portable generator, as no onsite power currently exists. The county reserves the right to reject any or all bids and determine the lowest responsive bid. The project site is a large, open area with some existing infrastructure, and future additional drip lines will be installed by Parks staff after the well pump installation. Contractors must implement safety precautions, provide temporary fencing and lock boxes to protect materials and equipment, and obtain prior approval for site access and storage areas.
