About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) has issued an Invitation to Bid (ITB) for the Willamette National Forest Gate Installations project, seeking a contractor to remove and replace nine prefabricated gates in the Sweet Home and McKenzie River Districts of Linn County. The project aims to assist the US Forest Service in managing public access to protect fish, wildlife, infrastructure, and natural resources. Specific deliverables include installing gates at nine designated locations, ensuring equipment is clean and free of weeds, and maintaining an emergency spill kit. Contractors must provide concrete meeting specified requirements and submit various mandatory forms, including a Bid Cover Sheet, Reference Check Form, Bid Submittal Form, and COBID Certification/Outreach Plan. The bid is due by July 22, 2025, at 2:00 PM Pacific Time, with an anticipated award date of July 25, 2025. Evaluation will focus on the lowest responsible bidder, with the project scheduled to begin in July 2025 and be completed by October 24, 2025. Bidders must demonstrate capability through references and meet comprehensive insurance requirements, including workers' compensation, commercial general liability, and automobile liability insurance.

The procurement appears to be open to all qualified contractors, with potential opportunities for COBID (Certification for Disadvantaged Business Enterprises) participation through the required outreach plan. Insurance and reference requirements suggest a preference for experienced contractors with proven capabilities in infrastructure installation and forest management projects. The total estimated project value is $50,000, with gates already purchased by the US Forest Service and available for pickup at the Sweet Home Ranger District Office. Contractors will be subject to prevailing wage and Davis-Bacon rates, indicating compliance with federal labor standards. While no specific set-aside designations are explicitly mentioned, the COBID Certification/Outreach Plan suggests a commitment to supporting diverse business participation. The project represents a targeted infrastructure improvement effort, focusing on replacing worn-out gates to support forest management and resource protection objectives. Potential bidders should carefully review all documentation and ensure full compliance with the technical specifications and administrative requirements outlined in the ITB.
